Description
Skills Provision is seeking an IT Manager for a position in the Central African Republic.
The role will begin with a hands-on assessment of the existing infrastructure, followed by the design and deployment of improved solutions, the introduction of IT policies and procedures, and the development of the local technical team. As the team's capabilities grow, the successful candidate will progressively assume greater responsibility for IT strategy, governance, resource planning and management.
This position is suited to a technically strong IT professional who enjoys designing, building and deploying systems rather than simply maintaining existing infrastructure. The successful candidate must be comfortable working in the field, including at remote sites where connectivity, power supply and access to equipment may be limited.

Key responsibilities
- IT Infrastructure and Networking: Audit, design and deploy secure, reliable multi-site networks connecting offices, ports, industrial facilities and remote locations using satellite and other connectivity solutions.
- Servers and Virtualisation: Modernise server infrastructure, consolidate existing systems and deploy reliable virtualisation platforms with appropriate storage, redundancy and recovery capabilities.
- Systems and User Management: Establish consistent identity management, email, file-sharing, access control and user administration across group entities.
- Cybersecurity and Business Continuity: Implement security standards, access controls, patching, monitoring, backup and disaster recovery procedures, including regular recovery testing.
- Remote Monitoring and Support: Introduce centralised infrastructure monitoring, remote administration, alerting and helpdesk processes to reduce the need for travel to remote sites.
- IT Asset and Service Management: Establish accurate hardware and software inventories, ticketing procedures, licence compliance, equipment lifecycle planning and standardised workstation deployment.
- Business Applications: Ensure the availability, security, backup and effective operation of Sage, CIEL and Odoo, coordinating with suppliers and advising management on system improvements and integration.
- Business-Specific IT Solutions: Design, configure and integrate appropriate technologies to support operational requirements, including GPS tracking, asset monitoring and AI-enabled video surveillance.
- Remote-Site Resilience: Develop practical solutions for locations affected by unreliable power, limited bandwidth, long equipment delivery times and restricted technical support.
- IT Governance and Team Development: Establish IT policies, purchasing and access procedures, budgets, performance indicators and documentation standards. Assess, train and develop local technicians to strengthen the group's long-term IT capabilities.
Technical requirements
The successful candidate must demonstrate practical experience designing, deploying and operating infrastructure, rather than simply administering existing systems.
Relevant technical experience should include:
- Networking: Multi-site connectivity, VPNs, routing, VLANs, firewalls, satellite links, bandwidth management and multi-WAN failover.
- Servers and virtualisation: Linux, Docker, Proxmox, KVM or equivalent platforms, storage management and virtual machine migration.
- Open-source infrastructure: Production deployment of directory services, email, file sharing, monitoring, backup, firewalls and helpdesk systems.
- Security and recovery: System hardening, multi-factor authentication, endpoint protection, logging, backup strategies and tested disaster recovery.
- Remote management: Centralised monitoring, remote troubleshooting and secure administration of isolated sites.
- Applications and integration: Hosting, securing, backing up and integrating ERP systems and business applications.
- Automation and deployment: Scripting, APIs, databases, containerisation and the integration of operational technologies.
- Experience with tools such as OPNsense or pfSense, WireGuard, Proxmox, Zabbix, Grafana, Nextcloud, GLPI, Restic, Borg, Traccar and Frigate would be advantageous. Equivalent technologies will be considered where the candidate can justify their suitability.

Education and experience
- Master's degree (Bac+5) in IT, Computer Networks, Systems Engineering or a related discipline, or equivalent demonstrable professional experience.
- At least 10 years of experience in corporate IT, including responsibility for establishing, rebuilding or substantially modernising an IT department or multi-site infrastructure.
- Proven experience designing, deploying and supporting complex infrastructure across multiple locations.
- Experience supervising, assessing and developing technical teams.
- Candidates must quantify the number of sites, users and annual IT budget previously managed.
- Experience in industrial, logistics, agro-industrial or other operational environments is desirable, particularly where connectivity, power and equipment availability present challenges.
