Description of Work

This Administrative Specialist I is the primary public contact for the Division of Water Resources, Public Water Supply (PWS) Section, providing responsive communication and support to both internal and external stakeholders. Administrative Specialists in PWS work as a team to complete a variety of tasks related to established business processes. All Administrative Specialists provide cross-training to other administrative staff, and all team members are capable of performing the administrative functions needed to support the Section and keep vital work running smoothly.

Specific areas of responsibility may be assigned by the supervisor and include supporting PWS' 100+ staff in areas such as plan review, sanitary surveys, site visits, assessments, certification processes, fee receipts, administrative penalties, and other functions.

PWS Administrative Specialists must have excellent attention to detail and communicate professionally in a fast-paced setting. The following types of knowledge/experience may be helpful in these positions:
- Data entry in databases such as Safe Drinking Water Information Systems (SDWIS), Plan Review Information System Management (PRISM), and/or PayPoint electronic payment systems
- Experience managing electronic files (e.g., MS SharePoint, multiple drives), and/or converting files into digital format
- Familiarity with public water supply/drinking water rules and regulations and/or processes related to engineering plan review, administrative penalties, permitting, certification, etc.

Key Responsibilities:

-- Serving as receptionist for the Public Water Supply Section's offices in the Archdale Building in Raleigh, 8:00 am - 5:00 pm, Monday - Friday.

-- Processing outgoing and/or incoming mail: printing, copying, collating, preparing packages, opening, reviewing, distributing

-- Coordinating with regional staff and others as needed to resolve missing data, errors, or inconsistencies and ensure data follows standards and meets requirements, referring questionable documents and unusual issues to appropriate engineers or management

-- Providing direct assistance to external customers: responding to and directing calls from a variety of agencies, officials, professionals, and the general public

-- Retrieving records, plans, and other documents for projects as requested, including retrieval from basement files or State Records Archives and extensive searching through Microfilm Blue Cards

-- Referring technical questions to the appropriate program manager or staff personnel and sending information to callers via mail and email

-- Reviewing various documents for accuracy, data entry, and using data to produce reports and to track performance measures/compliance

-- Receiving checks, entering into electronic check register, posting payments appropriately

-- Maintaining digital and/or hard-copy files as required

Recruitment Range: $39,244 - $53,962.00

The Division of Water Resources:

The Division of Water Resources (DWR) is responsible for protecting North Carolina’s drinking, surface and groundwater for all waterbodies including lakes, streams, rivers, wetlands, and aquifers. This environmental stewardship is accomplished through actions including permitting issuance, investigations, regulatory compliance, and enforcement, monitoring and field assessments, certifications, laboratory analysis and testing, planning, water quality standards management, educational outreach, and other efforts. The Division comprises six sections: Water Quality Regional Operations, Water Sciences, Public Water Supply, Water Quality Permitting, Water Quality NPDES Permitting, and Water Planning.  Click here to learn more about the Division of Water Resources

DWR's Public Water Supply (PWS) Section promotes public health by ensuring that safe, potable water is available in adequate quantities to the residents and visitors of North Carolina served by PWS systems by assuring that such systems are properly located, constructed, operated, and maintained. PWS systems provide piped drinking water to at least 15 connections or 25 or more people 60 or more days per year. The section has branches and programs for: implementation of the mandates of the federal Safe Drinking Water Act; review and approval of plans and specifications for new and expanding or improving PWS systems; inspections, investigations, and technical assistance; emergency responses and complaint investigations; source water assessment, protection, and wellhead protection; capacity development; and administration of an operating fee permit program.

Due to the nature of this position, this position does not currently qualify for a hybrid telework option. This position is in office 8:00 am - 5:00 pm, five (5) days per week.

Minimum Education and Experience

High school diploma or General Educational Development (GED) diploma and two (2) years of related administrative experience, or equivalent combination of education and experience.
