Job Description Summary

The Treasury Manager is responsible for providing strategic leadership in all aspects of cash, investment, credit card processing, and debt portfolio management for the College. This includes understanding all underlying accounting transactions, ensuring the accuracy and timeliness of reconciliations, ensuring strong internal controls, and supporting audit readiness. This position ensures compliance with applicable statutes, regulations, accounting standards, and College policies while operating in a spirit of continuous business process improvement.

Job Description

Essential Functions and Responsibilities

The following duties are primarily performed and are essential for this position. Employees are expected to be able to perform each of these job duties satisfactorily to be qualified for the position. Other duties may be required and assigned.

Cash and Investment Management

  • Develop and maintain cash flow projections to ensure adequate liquidity and maximum investment return.
  • Manage all cash reconciliation activities and ensure the accuracy of cash transactions. Ensure reconciliations are performed in a timely manner. Research and resolve reconciling items in collaboration with customers.  
  • Monitor overall investment performance and ensure compliance with investment policy. Properly account for investment activity.
  • Develop and maintain cash and investment-related policies and procedures. Ensure detailed process documentation is developed and maintained.
  • Work with vendors to provide concise and informative investment performance reports for board and management review.
  • Lead system testing efforts related to cash management functionality for ERP implementations and upgrades.
  • Respond to auditor inquiries related to cash operations for audits.

Treasury Operations and Vendor Relationships

  • Serve as primary point of contact and manage the vendor relationships and contracts with financial institutions, investment management agencies, financial advisors, merchant services providers, bond counsel, and credit rating agencies. Ensure the College is compliant with procurement requirements for these services.
  • Recommend payment systems that enhance efficiency and reduce costs.
  • Manage user access to banking and other treasury systems.
  • Manage bank account structures, signatory controls, and bank fee analysis.

Debt Management and Capital Planning

  • Manage and monitor compliance with bond covenants, debt payments, federal and state reporting requirements, and internal controls.
  • In collaboration with internal customers and external vendors, manage the College’s master debt financing plan. Understand capital spending plans to ensure borrowings are appropriately timed.
  • Prepare information and supporting documentation for bond issuances.
  • Coordinate rating agency activities, including preparing responses to data and information requests.
  • Monitor the spend of bond proceeds, including required IRS arbitrage reporting.
  • Develop and manage debt service fund budget.

PCI and Risk Management Compliance

  • Ensure institutional compliance with Payment Card Industry (PCI) standards.
  • Coordinate with Information Technology and operational departments to establish and maintain appropriate controls.

Unclaimed Property and Sales Tax

  • Oversee required annual unclaimed funds reporting, including data review and due diligence notifications.
  • Manage the periodic search of unclaimed property due to the College.
  • Prepare and file quarterly sales tax returns, ensuring accuracy and compliance with regulatory requirements. Maintain supporting documentation for all tax filings.
  • Conduct ongoing analysis of College activities to determine sales tax obligations and ensure proper treatment.

Non-Essential Functions and Responsibilities

  • Participate in College committees, task forces, and project teams.
  • Perform other duties as assigned in support of departmental and institutional goals.

Minimum Qualifications

Education and/or Experience Requirements

  • Bachelor's degree in Accounting, Finance, or related field required.
  • Eight years of professional accounting or finance experience required.
  • Three years of treasury-related experience preferred.
  • Higher education experience preferred.
  • Demonstrated experience with business process improvement or reengineering required.
  • Demonstrated compliance experience required.

Licenses, Certifications, and Other Requirements

  • Certified Public Accountant (CPA) or Certified Treasury Professional (CTP) preferred.
  • Requires valid Driver’s License
  • Subject to FVTC’s Motor Vehicle Records Check Disclosure

Work Environment

  • Work is primarily performed in an office environment.
  • Work must be completed primarily in person with opportunity for virtual or hybrid work based on College needs.

  • Sitting: Extended periods of sitting while using computers and financial systems.
  • Fine Motor Skills: Frequent keyboarding and computer use.
  • Repetitive Motions: Frequent use of computer equipment and office technology.
  • Communication: Ability to effectively communicate verbally and in writing.
  • Mobility: Ability to attend meetings and move throughout College facilities as needed.
  • Driving: Ability to travel when required.

Additional Information

Starting Range: $88,400 - $104,000 pear year. 
Pay is based on a multitude of factors, including experience, qualifications, education, relevant certifications, internal equity, and market data.  
Note: Internal applicants' wage will be based upon the applicable compensation guidelines.
