Description
Responsible for managing capital programs, capital planning, and operations for the Capital Projects division. Provide complex support in Capital Projects services and activities with internal and external stakeholders to ensure successful outcomes.

DUTIES
- Ensure operational and capital plans with time horizons extending to five years and beyond are meeting identified goals; evaluate processes, recommend corrective action plans and manage capital projects to ensure programs and/or projects meet identified outcomes. Provide reports demonstrating departmental performance and status of Capital Projects as needed.
- Manage operations to ensure short term results support the department’s long-term objectives; evaluate and recommend improvement processes to align with objectives.
- Manage financial oversight with the Capital Projects operating budget and the Capital Budget/project accounts; escalate budget concerns as appropriate.
- Assist department director with capital improvement plans and the annual operating budgets preparation.
- Assist with all internal and external departmental communications.
- Provide oversight and strategic support to Senior Project Managers and Project Managers related to construction and contract management issues.
- Oversee utility coordination for capital projects and supports franchise utilities in relocation and coordination efforts.
- Oversee right of way permitting for both internal and external users to ensure proper use and restoration of City rights of way.
- Oversee coordination between capital projects and development services for project coordination.
- Develops and maintains good working relationships with internal and external stakeholders including TxDOT, universities, Denton ISD, Denton County Transit Authority, and Denton County.
- Prepares presentations, informal staff reports, agenda information sheets, and ordinances for public meetings.
- Presents to various boards, commissions, and stakeholders including City Council, Public Utilities Board, Bond Oversight Committee, and Mobility Committee.
- Responds to citizen complaints, inquiries from City Council members, requests for information from other city departments, and similar information requests.
- Works closely with Capital Projects Administration team and Public Works Inspection to support the needs of the department.
- Perform the Director of Capital Projects duties, as needed.
SUPERVISORY/BUDGET RESPONSIBILITIES
- Select, train, supervise, and evaluate staff; recommend assignment/assignment change, retention, discipline, and dismissal.
- Develop, manage, and monitor budget; maintain accurate budget reporting; ensure that operations are cost-effective, and funds are managed wisely.

- Bachelor's Degree from an accredited college or university in Civil Engineering, Business Administration, Public Administration, or related field; and,
- Seven (7) years’ experience in municipal service, public works, or related field; and,
- Three (3) years’ experience in a management or supervisory capacity;
- Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job

- Must have and maintain a valid Class “C” Driver’s License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class “C” driver’s license and state required minimum automobile liability insurance within 90 days of hire per state law).
- Must pass a drug test, driver’s license check, criminal history background check, employment history verification, and social security number verification check.

- Attendance: Regular and punctual attendance at the worksite is required for this position. Must be able to work after normal business hours, holidays, and weekends, as needed. Must be able to work overtime, as needed. Must attend regularly scheduled and special meetings.
