Job Summary

The Manager of Operations and Roads Maintenance is accountable for the overall management, leadership and administration for the operations & roads maintenance, and technical services & maintenance contracts sections. This role is responsible for ensuring the efficient delivery of services that support the Town's infrastructure, legislative compliance, customer service standards, and operational excellence.

Job Duties Include

The following responsibilities and duties of this position include but are not limited to:

  • Responsible for ensuring processes are in place and work plans are developed to meet or exceed a wide range of service delivery and legislative requirements.
  • Leads the co-ordination of winter control operations, winter road patrols, roadway infrastructure inspections, road and sidewalk repairs, municipal sweeping including streets, parking lots and walk ways, culvert repairs, catch basin cleaning, storm sewer repairs and other road and infrastructure maintenance functions.
  • Leads the administration and inspection of road occupancy and municipal consent permits issued by the Town. In addition, this position is responsible to oversee a very broad range of contract administration and inspections for maintenance contracts and internal programs that support the services provided by the department. For example; Storm Sewer Maintenance, Cub Cutting, and Storm Water Management Ponds.
  • Ensure the Town is in compliance with the Ontario Reg. 239/02 (Minimum Maintenance Standards - MMS) as it relates to documentation, schedules including general tracking and reporting processes.
  • Review and monitor finance and budget processes to ensure compliance including Capital Budgets, Operating Budgets, Procurements, Purchase Orders, Invoice approvals, etc.
  • Analyze operational and financial data to support new tenders and service level reviews, financial recoveries and business cases; recommend budget changes as required.
  • Provide oversight of the Town's response to claims arising within the municipal right of way, including investigations, evidence collection, insurance and legal coordination, attendance at discovery hearings, and representation in court proceedings as required.
  • Allocates resources to ensure operational efficiencies, identifies operational gaps in service delivery, anticipates impacts of growth and identifies future resource requirements in collaboration Director of Operations.
  • Provide leadership and oversight of unionized staff, including workforce planning, recruitment, performance management, employee development, succession planning, and attendance management, ensuring alignment with Town policies and collective agreement requirements.
  • Participates as a management team member in Operations and Environmental Services and provides input on departmental planning and strategic initiatives; leads and/or participates on project teams as assigned and champions the corporate mission and values departmentally, and corporately.

Qualifications & Skills

  • Education: Post secondary diploma or degree in Civil Engineering Technology. Registered as a Certified Engineering Technologist (C.E.T) with OACETT.
  • Experience: Minimum of seven (7) years of progressively responsible experience in municipal road operations and maintenance, including at least five (5) years of supervisory experience, preferably in a unionized environment. An equivalent combination of education, training, and experience may be considered.
  • Legislation: Excellent working knowledge of various pieces of Provincial Legislation including the Ontario Municipal Act, Highway Traffic Act, Occupational Health and Safety Act, Employment Standards Act, Ontario Traffic Manuals, etc.
  • Communication: Excellent communication, presentation and conflict resolution skills, with the ability to effectively engage with various stakeholders. Strong report writing skills, with the ability to prepare technical reports, briefing materials, and presentations for Council, senior management, stakeholders, and the public.
  • Customer Service: Superior interpersonal and customer service skills, with the ability to develop and maintain positive working relationships with a diverse range of internal and external stakeholders, including elected officials, municipal staff, consultants, contractors, the general public, stakeholders
  • Organization: Superior organizational skills, time management and planning skills with the ability to work in a fast-paced environment with changing priorities on a daily basis.
  • Other Related Qualifications: Proficient skills in M365 (Word, Excel, PowerPoint, Outlook).  Ability to learn new software programs such as CityWorks, Amanda, JDEdwards and FMW.  Valid G driver’s license with a clear driver’s abstract and ability to provide a criminal record check dated within the last six months that is satisfactory to the Town upon being hired.

Nice to Have

  • Additional studies in Public Administration and/or Business and Management would be considered an asset.
  • Certification as a Road Supervisor (CRS) with AORS is considered an asset.
  • Class D Drivers License with a Z air brake endorsement is considered an asset.

  • Hours of Work: This is a non-union full-time position that works 35 hours per week. The hours of work are Monday to Friday from 8:30 a.m. - 4:30 p.m.
