Job Description: Asset Management Lead
Role Purpose
To lead the operational asset management function for a diverse portfolio of council-owned land and buildings. This role is responsible for driving value-added asset management initiatives, supporting strategic goals, and delivering high‑quality transactional, technical, and professional services. The postholder will play a key role in maximising the financial and operational performance of the Council’s property assets through proactive management, strategic planning, and expert advisory support.
Key Responsibilities
1. Strategic Asset Management
- Lead the preparation, development, and implementation of the Council’s Asset Management Strategy and associated delivery plans.
- Identify, initiate, and manage programmes of proactive asset management activity to generate revenue, capital receipts, efficiencies, and improved service outcomes.
- Monitor and evaluate asset performance to support strategic decision‑making and long‑term planning.
2. Operational Portfolio Management
- Manage landlord and tenant matters, including taking the lead in negotiations for lease renewals, new lettings, rent reviews, and other transactional property requirements.
- Ensure compliance with statutory duties, regulatory requirements, and best practice standards across the property portfolio.
- Oversee the disposal or redevelopment of assets to maximise return on investment.
3. Property Transactions & Negotiations
- Lead on the acquisition and disposal of land and property interests, including full due diligence, market analysis, and transaction management.
- Prepare and negotiate Heads of Terms for leases and associated agreements, liaising with tenants and external property professionals.
- Produce detailed options appraisals to support decisions relating to acquisition, disposal, investment, or revenue generation.
4. Valuation, Surveys & Technical Reporting
- Carry out or commission property surveys and valuations, and prepare technical reports for asset valuations, acquisitions, and disposals.
- Contribute to the preparation and accuracy of the Council’s capital asset valuations and statutory reporting.
- Ensure high-quality documentation for Cabinet Members, committees, and senior officers as required.
5. Data & Systems Management
- Manage and maintain the corporate Asset Management System, ensuring high-quality, accurate, and up‑to‑date property data.
- Oversee data extraction processes, reporting outputs, and the production of management information to support operational and strategic decision‑making.
6. Professional Advisory Services
- Provide specialist consultancy advice and professional judgement on a range of property and asset management matters, particularly relating to a mixed commercial portfolio.
- Offer expert input on regeneration and development matters, contributing to corporate initiatives and transformational programmes.
- Advise the Strategic Head of Property & Commercial Services, Chief Officers, and Elected Members on complex property issues, risks, and opportunities.
