Description
1) OBJECTIVE
To ensure that all services of Accident & Emergency Services are carried out according to policies and procedures.
To ensure all patients are attended to and appropriate treatment given promptly.
2) JOB DESCRIPTION
Accident & Emergency (A&E) Services
Emergency Cases
Attend to all emergency cases promptly.
Render all emergency aids and treatment immediately, especially in life threatening situations.
Resuscitate and stabilize patient’s condition where possible before admission to ward or sent for further investigation e.g.: X-ray, lab test and etc.
Referral Cases Hospital / KPJBP staff
Attend to all staff seeking treatment or medical attention.
Death on Arrival
Attend to and certify death for all patients brought in dead.
Consult to the relevant in-house consultant in case of any doubt.
Lodge a police report if cause of death is unexpected or due to suspicious circumstances or criminal act.
Out-patient Procedures
Perform simple procedures e.g. setting up drip. Insertion of urethral catheter, toilet and suturing etc unless otherwise instructed by the respective consultant or requested by the patient.
Do not perform non-urgent procedures if consultant has been called unless requested.
Lodge a police report if there is a suspicious of injuries due to criminal act e.g. firearms wound.
Assess of cold emergency cases and render first aid, stabilize patient and assist to regarding charges explain and refer / transfer out patient to other hospital if necessary.
If patient arrive dead, Medical Officer is to certify death.
Out-patient Investigations
Order appropriate investigations e.g. blood test, x-rays etc for admitting to ward or referring patient to consultant.
Consult the respective consultant if in doubt.
Document and record all investigation done and to inform and write note to the consultant concerned regarding all investigations done in case of referral.
Cold Cases (Walk in Cases)
Hospital Staff
Attend to all staff seeking treatment or medical advice.
Referral case
Respect patient’s wishes at all time.
Refer to appropriate consultant if the patient needs specialist attention or conditions need admission or upon request by patient/patient’s relative.
Assist to inform patient / patient’s relatives regarding fees charges – specialist consultation deposit for admission etc.
Contact the specific consultant named in the referral letter of personally requested by the patient regardless during or after office hours.
Non-referral case
Assess, carry out investigations and treat the patient accordingly if no consultant is named to be refer to.
Refer patient to an appropriate consultant if the patient needs specialist attention or condition needs admission or upon request by patient / patient’s relatives. (During office hours : refer to in house consultant; After office hours : refer to consultant on call).
Assist to inform patient or patient’s relatives regarding fees, deposit etc.
N.B Prior to referring the patient to the specialist concerned, seek the patient’s or patient’s relative approval and enquire if he/she is willing to pay for specialist consultation and/or for admission. If agreeable to inform the specialist concerned.
In Patient Duties
Code Blue / SOS Alert Emergencies
Respond promptly to code blue / Related Emergency alerts / Ward emergencies and initiative resuscitation immediately.
Informed the patient’s attending consultant pertaining the case.
Record all important points of discussion and decisions made.
Ward Procedures
Perform ward procedures within one’s capability whenever requested by the consultant or Staff Nurse after office hours or during Public Holidays.
Consult the relevant consultant (if required) pertaining to management of inpatients.
Death Certification
Certify death of ward patient whenever requested by Staff Nurse in-Charge after office hours or during Public Holidays.
Continuing Medical Education
Courses
Attend relevant course and programs conducted by the Hospital. This includes Basic Cardiac Life Support of Cardio Pulmonary Resuscitation course.
Responsible to up-date self in the field of medicine.
Conduct training for in-house / external customers e.g. Cardiopulmonary Resuscitation course etc.
General Duties
Assess and examine all patients that require medical services to A&E.
Carry out treatment as required and give treatment accordingly.
To attend ward calls when necessary or as and when required.
Charge appropriately for all services rendered, procedures and investigations carried out in relevant charge slips.
Provide medical support during transfer if necessary.
Carry out minor surgery e.g. toilet and suture in the A&E operation theatre.
Carry out medical screening works for corporate clients and other walk in cases.
Write a letter of request when taking plasma and blood bags for emergency use in the wards form public or private hospitals.
Where necessary to contact blood bank for blood requests.
Prepare medical report for insurance and other purpose for patients attended by Medical Officers.
Participate actively to outpatient, Accident & Emergency services.
To carry out duties as an employee as stipulated in Occupational Safety and Health Act Regulations 1994: -
- To take reasonable care at work for the safety of yourself and other persons;
- To co-operate with your employer or any other person in the discharge of any duty;
- To wear or use any protective equipment or clothing provided by the employer.
- To comply with any instruction or measure on occupational safety and health.
Ensure all policies and procedures of ISO 9001:2015, ISO 14001:2015, OHSAS 18001:2007 and/or Hospital Accreditation are adhered to and records maintained, if and when these programs are implemented.
Ensure to actively participate in all 5S activities.
Ensure the policies on patient’s and family’s rights are addressed at all times.
Ensure compliance to Patient Safety goals as safety improvement measures recommended by World Alliance for Patient Safety (2008).
Ensure to adhere to Standard People Practice (SPP)
3) JOB REQUIREMENT
Medical Degree (MD) or Medicine Bachelor Bachelor Surgery (MBBS).
4 - 5 years related working experience.
Good interpersonal skills; friendly and approachable; capable to communicate with all levels of staff and patients preferably in different languages particularly Malay, English and Mandarin or Cantonese; team working; innovative; proactive.
