Job Summary
The major projects licensing engineer is responsible for licensing activities associated with power uprates at Vistra’s nuclear generating facilities. The role provides oversight and direction to contract resources involved in licensing activities, prepare/support development of licensing submittals and prepare/support regulatory evaluations. The licensing engineer will also support and coordinate with engineering and other project personnel throughout all project phases, including review of engineering products.This integral role supports safe, compliant, and efficient execution of all major project licensing project phases, from scoping and application development through NRC approval and site implementation, while maintaining alignment with Vistra’s nuclear standards.
Job Description
Key Accountabilities
- Support all phases of major project licensing activities including development, review, approval and submittal of license amendments and other regulatory correspondence.
- Support regulatory acceptance, review and approval of license amendments and other regulatory submittals.
- Ensure compliance with regulatory requirements for plant changes necessary for project implementation
- Support environmental reviews associated with major licensing actions
- Support Vistra and contract engineering personnel to ensure quality and completeness of engineering deliverables necessary for licensing actions
- Oversee contract EPCs responsible for development of licensing-related deliverables
- Coordinate licensing activities with EPCs, OEMs, and project and site engineering.
- Travel as needed to industry meetings, Vistra sites, vendor facilities and NRC as required
Education, Experience, & Skill Requirements
- Bachelor’s degree in Engineering from an accredited program required
- Minimum of 10 years of nuclear industry experience required, including design engineering and nuclear licensing experience
- Prior experience involving major regulatory licensing actions strongly preferred, including regulator interactions
- Full Qualifications in design engineering processes strongly preferred, including experience with development and approval of engineering deliverables
- Full Certifications for 10 CFR 50.59 and 10 CFR 72.48 evaluations required
- Strong knowledge of NRC regulations, nuclear plant systems, and environmental reviews
- Prior Experience with industry codes and standards, we well as regulatory guidance documents, required

- Compliance with NRC, industry, and fleet standards
- Minimal corrective actions from regulatory or third-party reviews
