Senior-Level Contract Specialist REMOTE Veterans Management Services, Inc. (VMSI) is a Service-Disabled Veteran-Owned Small Business (SDVOSB)and we are looking for a highly motivated Contract Specialist to join our team supporting our Department of Veterans Affairs (VA client. The mission of the VA is to “To fulfill President Lincoln's promise to care for those who have served in our nation's military and for their families, caregivers, and survivors.” The Contract Specialist is responsible for providing day-to-day administrative and cradle-to-grave support for the procurement of commercial and non-commercial goods and services for the Department of Veterans Affairs.
Responsibilities: · Develop, negotiate, award, and administer all contract types independently, with no supervision required. · Perform full "cradle-to-grave" acquisition functions, including pre-award, post-award, and contract termination/close-out. · Review procurement requests to ensure compliance with regulations, procedures, and sufficiency of technical specifications or purchase descriptions. · Verify the adequacy of supporting information provided with procurement requests. · Determine the suitability of set-asides (e.g., small business, small and disadvantaged business, labor surplus) in compliance with applicable laws. · Review and evaluate justifications for other than full and open competition; provide recommendations on approval or disapproval. · Develop solicitation documents and other contractual documentation, including Determinations & Findings (D&Fs), justifications, solicitation amendments, and supporting memoranda. · Review bids and proposals for compliance with solicitation requirements and determine contractor responsibility. · Make competitive range determinations.
Qualifications · 6 years Federal Contracting Experience · Bachelor’s degree from an accredited college or university · Familiar with FAR and VAAR based procurements

Factors affecting pay within this range may include geography, skills, education, experience, and other qualifications of the successful candidate.
