Job overview

The Outreach Officer leads participant recruitment and outreach for the “Razem na Rynku Pracy” (RMW) project financed from the Labor Fund under the Sectoral Activation Program for Foreigners for 2026., driving the multi-channel sourcing effort that feeds Individual Support for Project Participants in Professional Activation and, through it, the project’s language, vocational, and labour-rights components (P1–P3). The role is responsible for reaching, informing, and registering foreign nationals across the project’s target regions so that the project’s headline target of 1,500 participants is met, and for ensuring a smooth handover of registered participants into the diagnosis and Individual Action Plan (IPD) process, with confirmation of activities completed and services delivered. 

Key responsibilities

1. Multi-channel outreach & recruitment

  • Plan and deliver outreach across the project’s multi-channel recruitment model: online registration, field activities and information sessions, local events, workshops, and community activities.

  • Represent the project at community events, job fairs, and information sessions to raise awareness and reach eligible participants across target regions.

  • Coordinate with partners infoline and first-contact function to keep outreach channels complementary and avoid duplicating first-contact responsibilities.

2. Registration, screening & referral

  • Handle inbound enquiries by phone and other channels, providing accurate project information and screening candidates against eligibility criteria (legal residence in Poland, age, target-group definition).

  • Register participants using the project’s common registration form, capturing information on professional situation, Polish language level, residency status, and barriers to employment, always with informed consent and respect for participants’ privacy.

  • Refer registered participants into the diagnosis and Individual Action Plan (IPD) process and support the shared referral system between project partners.

  • Maintain accurate, up-to-date participant records in KOBO and CommCare.

3. Monitoring, reporting & coordination

  • Track recruitment progress against the 1,500-participant target and report regularly to the Project Management Lead.

  • Track service delivery progress by direct outreach and contact with beneficiaries, confirming support received by each participant. 

  • Contribute recruitment data to monthly monitoring dashboards and support the MEAL team in maintaining data quality.

  • Join regular partner coordination meetings to flag recruitment risks (e.g. under-recruitment, drop-out) and agree corrective action.

  • Help maintain a reserve list of eligible candidates to mitigate participant drop-out.

Requirements

Education and experience

  • Bachelor’s degree in social sciences, migration studies, social work, or a related field, or equivalent practical experience.

  • Minimum 1–2 years of experience in outreach, recruitment, community engagement, or customer-facing/call-center work, ideally in the humanitarian, development, or NGO sector, or with migrant and refugee communities.

  • Experience working with or within migrant, refugee, or foreign-national communities in Poland is highly valued.

  • Familiarity with participant registration and/or case-management data systems (e.g. KOBO, CommCare or similar) is an asset.

Skills and competencies

  • Fluency in Polish required; fluency in Ukrainian and/or Russian required given the project’s target population; English is an asset.

  • Excellent interpersonal and communication skills, with the ability to build trust quickly with people from diverse backgrounds, including people with experience of forced migration or displacement.

  • Comfortable with proactive, target-driven outreach: field visits, community events, and sustained phone-based engagement.

  • Strong organizational skills and attention to detail, particularly for data entry and maintaining accurate records.

  • Cultural sensitivity and a strong commitment to treating all participants with dignity, respect, and confidentiality.

  • Familiarity with the Polish labour market, residency/legalization procedures, or local labour-market institutions (PUP, MOPS, JST) is an asset.

  • Willingness to travel regularly within the project’s target regions.

Key success indicators 

  • Minimum 1,500 participants recruited and registered over the project period, in line with Projects target.

  • Complete, accurate participant data entered into KOBO/CommCare with minimal errors or missing fields.

  • Confirmed, disaggregated data covering IAP development, completed activities and support received of all registered project participants.

  • Steady, consistent recruitment pipeline with no significant gaps flagged in monthly dashboards.

  • Clear, non-duplicative coordination with partners infoline and other consortium partners on first contact and referrals.

  • Healthy reserve list maintained, contributing to keeping participant drop-out within acceptable levels.

Compensation: (Pay Rate: 9,000 PLN/month). Ranges are based on various factors including the labor market, job type, internal equity, and budget.  Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
