Supervisor - Line Signal

The Northern Indiana Commuter Transportation District (NICTD), operator of the South Shore Line Railroad, is seeking Line Signal Supervisor to assist in the management of its line and signal subdepartment and the associated assigned projects and employees.  With safety in the front of mind, this is an excellent opportunity for a motivated individual with railroad Line Signal experience to use their skills in leadership, teamwork, and communication to help lead the department safely and efficiently.

Job Description: Duties include, but are not limited to the following:
  • Supervise L/S Employees to include safety, adherence to rules, attendance, scheduled time off, job assignments, training, approval and review of timesheets.
  • Plan work and schedule jobs including needed equipment, material, on track protection, and coordination with other departments to ensure work can be performed.  Includes obtaining proper authorities from other agencies and/or ok to dig clearances in IN and IL as needed.
  • Manage time of Hours-of-Service Employees to ensure proper adherence to FRA Hours of Service guidelines and availability of employees to protect the service for NICTD.
  • Take reports of trouble or delays around the clock from Train Dispatcher or other employees and dispatch employees/crews as needed to repair defects or damage as it arises. Also provide weekend duty coverage as part of a rotation of managers for Line/Signal related troubles on weekend/holidays.
  • Schedule vehicle maintenance and repairs with the Mechanics Garage to ensure crews have the vehicles needed to complete their work while allowing for proper maintenance and repairs of vehicles as needed
  • Review daily trouble reports and delay reports to identify any troubles or trends that need to be addressed. Identify the root cause of delays to ensure that proper documentation of delays is noted.
  • Safety - Conduct safety training and meetings, perform efficiency testing of employee's adherence to rules, coordinate inspection and certification of tools and protective equipment
  • FRA Interaction - Ensure that FRA regulated testing is performed on time and in accordance with FRA directives. Coordinate with FRA inspectors for compliance inspections.
  • Material acquisition - Determine equipment, tools, materials, etc. needed for work. Reach out to suppliers for quotations, evaluate options, draft specification documents for orders of material and vehicles, submit requests for purchase orders to purchasing department, work with storehouse to maintain stock items at adequate levels, audit usage of materials to determine obsolete materials
  • Engineering Dept. coordination - Work with Track and B&B to ensure coordination of manpower and safety efforts as needed for projects and tasks where needed.
  • Transportation Dept. coordination - Work with transportation department to ensure that work has minimal effect on operations, schedule work to maximize productivity, assist in drafting of General Orders/Bulleting Notices regarding Line/Signal projects that affects operations, and is done in the safest way. 
  • Mechanical Dept. coordination - Work with Mechanical Dept. to identify potential defects in the Catenary system that could cause damage to equipment or catenary system. 
  • Create a safe and desirable department that promotes safety and efficiency.
  • Special Projects - Review submittals, study plans, provide planning input and suggestions, estimate force accounts and materials needed, assist in scheduling of work, document progress, inspect contractors work to ensure compliance with contracts, develop design suggestions, travel as needed-i.e. Factory Acceptance Testing, Design Conferences, etc.

Position Requirements:
 
  • Five (5) or more years’ supervisory experience in the line and signal subdepartment.
  • Demonstrated ability to effectively work in both a team environment and an independent setting.
  • College courses relevant to the assignment are preferred but not required.
  • Coursework or experience in the use of GIS software as well as Microsoft Office Suite with emphasis on Excel, Outlook, PowerPoint, and Word is preferred but not required.
  • Demonstrated superior interpersonal skills; ability to attain results when working with others.
  • Valid driver’s license with a safe driving record.
  • While normal work hours are Monday through Friday, applicants must be willing and able to work varied shift hours, varied days off, and extended hours as needed to meet project or operational deadlines.
  • Ability to multi-task among competing short-term priorities while maintaining a professional and pleasant disposition.
  • Ability to supervise and quickly complete projects with a high degree of accuracy.
  • Ability to conduct property tours and inspections.
  • Ability to interface well with government, business owners and the general public.
  • Strong problem solving, listening, and communication skills.
  • Ability to take direction, ask clarifying questions, and provide efficient/effective results.
  • Ability to travel within the region to extent necessary to accomplish objectives.

Supervision: The position reports to the Manager – Fixed Electrical Facilities.

Salary and Benefits: The annual salary for this position is $103,000. Credit for time served in other railroad employment, including military leaves, will be applied in determining vacation day entitlements.  Benefits include paid vacation, paid holidays, health club stipend, comp time, medical benefits, dental and vision benefits, health savings account, Railroad Retirement benefits, professional development and executive leadership opportunities, supplemental pension, and other competitive employee benefits.
