GENERAL DESCRIPTION
The Deputy Manager, Project Management & Development supports the oversight of KPJ’s asset portfolio and project development activities across the Group. The role focuses on establishing structured asset governance, improving visibility and utilisation of KPJ-owned land and properties, and supporting the planning and delivery of development, refurbishment, and optimisation initiatives. This position plays a key role in strengthening asset discipline, project execution, and informed decision-making to optimise value from KPJ’s assets.
JOB DESCRIPTION
1. Asset Governance & Portfolio Management
- Establish and maintain a comprehensive asset registry covering all KPJ-owned land, properties, facilities, and major equipment.
- Ensure proper documentation, tagging, valuation visibility, and lifecycle monitoring of all assets.
- Develop and implement policies, SOPs, and governance frameworks for asset identification, utilisation, maintenance, optimisation, and disposal.
- Conduct periodic asset audits with hospitals and business units to ensure data accuracy, utilisation status, and compliance with governance requirements.
- Assess asset utilisation and performance, and identify opportunities to optimise returns, including repurposing, redevelopment, leasing, or disposal of under-utilised or non-performing assets.
- Provide structured analysis and recommendations to Management to support decision-making on asset optimisation initiatives.
2. Project Planning & Development
- Support and coordinate feasibility studies, business case assessments, and preliminary planning for new developments, expansions, refurbishments, and major upgrades.
- Coordinate design reviews, project scopes, cost estimates, and timelines with consultants and internal stakeholders.
- Ensure proposed projects are aligned with KPJ’s infrastructure plans, asset strategy, and longer-term growth priorities.
3. Project Management & Monitoring
- Support the oversight of project execution to ensure delivery within approved scope, budget, quality, and timeline.
- Monitor contractor and consultant performance, highlight risks and issues, and support resolution in a timely manner.
- Track project financials, including CAPEX utilisation, cost control, and variations.
- Maintain consolidated project dashboards and reports for Management, covering progress, risks, and financial status.
4. Stakeholder Engagement & Coordination
- Liaise closely with Group Operations, Finance, Procurement, IT, Engineering/Facilities, Legal & Risk, and hospital teams on asset and development-related matters.
- Coordinate with external consultants, contractors, vendors, and regulatory authorities to support project delivery and asset initiatives.
- Support alignment across stakeholders to ensure clarity of roles, responsibilities, and expectations.
4. Continuous Improvement & Governance Enhancement
- Propose improvements to asset management systems, digital tracking tools, and preventive maintenance practices.
- Support the development of structured frameworks for asset optimisation, capital allocation, and CAPEX prioritisation.
- Contribute to strengthening governance, controls, and transparency over KPJ’s asset portfolio and development activities.
JOB REQUIREMENT
Education:
- Bachelor’s degree in engineering, Architecture, Quantity Surveying, Facilities Management, or related fields.
Knowledge and Experiences:
- Minimum 5–7 years of relevant experience in project management, asset management, facilities development, or related functions.
- Demonstrated experience supporting the delivery of medium to large-scale projects, preferably within healthcare, commercial, or infrastructure environments.
- Good working knowledge of the project lifecycle, including planning, execution, monitoring, and handover stages.
- Hands-on experience in CAPEX tracking, cost control, basic contract administration, and coordination with consultants and contractors.
- Experience liaising with vendors, consultants, and internal stakeholders to ensure project milestones, quality, and timelines are met.
- Familiarity with regulatory, safety, and compliance requirements relevant to facilities or development projects.
- Ability to prepare project documentation, progress reports, and presentations for management review.
