About the Information Technology Department
The Information Technology Department drives innovation by strategically leveraging technology to streamline processes, enhance operational efficiencies, and improve services delivered by the Clerk’s Office. From providing hardware and software support to deploying new technologies, optimizing applications, safeguarding data, managing on-premises and cloud-based infrastructure, and ensuring business continuity through emergency preparedness and disaster recovery, our IT team is essential to the organization’s success.
Through these efforts, the department helps sustain the operations of a $2.2 billion county government enterprise while continuously identifying opportunities to modernize services, strengthen performance, and maximize the value of technology investments.

Position Overview
The Clerk is seeking a visionary, results-driven Information Technology Director to lead the technology strategy, strengthen our IT infrastructure, and digital innovation across the organization. This leadership role offers an exciting opportunity to align technology with business objectives, champion operational excellence, and build a secure, scalable, and forward-thinking IT environment.
The ideal candidate is a strategic thinker and hands-on leader who can transform complex technical challenges into practical business solutions. With a strong foundation in IT operations, cybersecurity, infrastructure management, and technology development, the Information Technology Director will guide teams, optimize systems, manage resources, and ensure technology services as a catalyst for organizational growth and success.
Key Responsibilities:
- Enterprise Technology Strategy and Leadership: Define and execute the enterprise technology strategy in alignment with organizational priorities, driving operational excellence, strategic differentiation, and sustainable operational growth.
- Technology Infrastructure and Operational Excellence: Provide executive oversight of enterprise IT infrastructure, network architecture, cloud environments, business-critical systems, and end-user technologies to ensure scalability, resilience, performance, and operational efficiency.
- Cybersecurity, Risk and Business Resilience: Establish and oversee the enterprise cybersecurity and risk management framework, including information security, data governance, disaster recovery, and business continuity, to protect organizational assets and ensure operational resilience.
- IT Organizational Leadership and Talent Development: Lead and develop high-performing technology teams, fostering a culture of accountability, innovation, collaboration, continuous improvement, and service excellence while aligning talent and capabilities with evolving business needs.
- Digital Transformation & Strategic Innovation: Champion enterprise-wide digital transformation by identifying and advancing strategic technology investments, emerging capabilities, automation, and process optimization to accelerate innovation, improve productivity, and deliver measurable business value.
- Financial Stewardship and Strategic Vendor Management: Direct IT financial planning, budgeting, and resource allocation; evaluating investment opportunities, optimizing technology expenditures, and managing strategic vendor relationships to maximize return on investment and long-term value.
- Portfolio, Program & Service Delivery: Oversee the enterprise technology portfolio, including strategic initiatives, system implementations, modernization efforts, and IT service delivery, ensuring alignment with business priorities, disciplined execution, and measurable outcomes.
- IT Governance, Compliance and Policy Oversight: Establish and maintain the IT governance framework, enterprise technology standards, and operating policies to ensure regulatory compliance, manage organizational risk, and promote consistency with industry’s best practices.
- Executive Stakeholder Engagement and Business Alignment: Partner with executive leadership and business stakeholders to shape technology-enabled business strategies, prioritize enterprise initiatives, and translate organizational objectives into scalable, high-impact technology solutions.
- Performance Management and Continuous Improvement: Establish and monitor strategic technology performance metrics, service-level objectives, and key performance indicators to drive accountability, strengthen operational reliability, enhance stakeholder satisfaction, and continuously improve organizational performance.
Minimum Qualifications
Bachelor’s degree from an accredited college or university in a technology-based field, or a related field and six years of increasingly responsible experience in managing and developing large information technology solutions; and three years of supervisory experience. Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job may be substituted for the education and experience requirement.
