WHO WE ARE LOOKING FOR
The Office of Human Resources (OHR) is seeking an EEO Specialist (Human Resources Specialist II/III) who believes fairness is a practice, not a slogan: someone who can conduct a thorough, impartial investigation on Monday, advise a department on a sensitive EEO inquiry on Tuesday, and lead a training session that changes how managers think on Wednesday.
In this role, you will be a trusted resource for employees, managers, and County leadership. You will ensure the County meets its obligations under federal, state, and local equal employment opportunity laws, and you will help shape a culture where concerns are raised early, resolved fairly, and used to make the organization stronger.
This job is for you if:
- You are a skilled investigator and conduct investigations with fairness and integrity.
- You have a passion for educating others on equal employment opportunity as well as techniques to promote diversity, equity, inclusion, and belonging in the workplace.
- You are committed to establishing trust and credibility across multiple levels of the County.
- You want to collaborate with colleagues to reduce and prevent unfair practices and barriers to equal employment opportunities.
- You handle highly sensitive information with integrity and sound judgment.
- You follow the evidence wherever it leads and earn the trust of employees and managers alike.
As the EEO Specialist, you'll be instrumental in creating a workplace where diversity is celebrated, discrimination is addressed promptly, and every employee feels valued. Your expertise will help shape policies and practices that promote equity across the organization as you accomplish these major duties:
- Educate our Workforce – Design and deliver engaging training programs that inspire employees and managers to embrace EEO principles and foster a culture of respect.
- Conduct EEO Investigations – Complete end-to-end complaint processing on allegations of discrimination, harassment, and retaliation based on protected characteristics; from intake to resolution, conducting thorough investigations and writing detailed reports to note findings.
- Ensure Compliance Excellence – Keep our organization at the forefront of EEO best practices while navigating the complex landscape of federal, state, and local regulations.
- Provide Consultation – Provide guidance to HR partners, managers, and employees on preventing and addressing discrimination concerns before they escalate. Intake, assess, and track EEO inquiries and complaints, advising employees and managers on available options, processes, and timelines.
This position may be filled at the following levels:
Human Resources Specialist III – Three years of experience in the equal employment opportunity function of human resources administration.
Human Resources Specialist II – Two years of experience in the equal employment opportunity function of human resources administration.
Education: A Bachelor's Degree in Business Administration, Human Resources Management, Public Administration, Civil Rights, or related field from an accredited college or university.
Equivalency:
(1) An equivalent combination of education and experience may be substituted.
(2) Possession of a graduate degree in one of the above fields may be substituted for one year of the required experience.
Preference for interviews will be given to applicants with experience in the following:
- Experience conducting EEO investigations in a unionized or public sector environment.
- EEOC certification in investigations, or industry equivalent.
- Experience supporting special emphasis programming and advanced training.
