The Opportunity:
Join a mission‑driven team supporting the Department of Transportation (DOT) and the Federal Transit Administration (FTA). As a Contract Specialist, you will play a critical role in managing cradle‑to‑grave procurement actions that directly support public transportation programs nationwide. You’ll apply your acquisition expertise in a collaborative environment where your work helps strengthen federal transit initiatives and improve mobility across the country.
Responsibilities:
In this role, you will support the full federal acquisition lifecycle, including:
Acquisition Planning & Pre Award Support
- Managing cradle to grave procurement actions from initial planning through award and administration
- Providing oversight, guidance, and acquisition expertise to stakeholders on simplified acquisitions, small and large dollar procurements, and varied contract types (Labor Hour, FFP, FP EPA, cost type, etc.)
- Conducting analysis of pre award data, identifying missing information, coordinating with appropriate points of contact, and reporting findings to the Government in a timely manner
- Communicating acquisition lifecycle phases to stakeholders to prevent delays or bottlenecks
Contract Formation & Documentation
- Creating, editing, and coordinating acquisition requirements and contract administration documents
- Preparing and entering contractual actions into FTA’s contract writing system (currently ESC PRISM)
- Ensuring document consistency, technical accuracy, proper formatting, and adherence to DOT and FTA documentation standards
Contract Administration & Post Award Actions
- Assisting with call orders, task orders, contract performance monitoring, invoice tracking (as applicable), and preparation of contractual modifications
- Performing post award analysis and data verification and contributing to federal reporting requirements
- Maintaining accurate knowledge management records in an accessible online environment
Team Collaboration & Stakeholder Support
- Participating as an active team member, assessing contractual requirements, and providing meaningful recommendations, including unsolicited ones
- Effectively managing procurements across all phases of the acquisition lifecycle
Qualifications:
Required:
- Bachelor’s Bachelor of Arts (BA) or Bachelor of Science (BS) degree, or higher degree
- More than eight (8+) years of experience in federal acquisition lifecycle management
- At least a Federal Acquisition Certification (FAC) Level III training or an equivalency
- Knowledge and experience with Indefinite Delivery, Indefinite Quantity (IDIQ) contracts, Blanket Purchase Agreements (BPAs), and orders (task, delivery, call and purchase)
- Experience in FAR‑based acquisition approaches under time‑sensitive requirements
- Effectively communicate phases of the acquisition lifecycle to stakeholders to prevent delays or bottlenecks in the process
- Participates as an active team member, assesses contractual requirements, and provides meaningful recommendations even if unsolicited
- Ability to effectively manage procurements throughout the entire acquisition lifecycle
- Proficient in MS Office (Word, Excel, PowerPoint, Access, and Outlook) and MSProject
Desired:
- Previous financial management experience working with the DOT or FTA, specifically experience with ESC
- Proficiency in PowerBI and generating dashboards to visualize acquisition lifecycle phases
- Experience and knowledge of Cost Type contracts
