Description
The Opportunity:
Join a mission‑driven acquisition team supporting the Federal Deposit Insurance Corporation (FDIC). In this role, you will help strengthen the agency’s ability to procure critical IT and program support services that safeguard the nation’s financial system. You’ll collaborate with Contracting Officers (CO), program stakeholders, and technical teams to enhance acquisition strategy, ensure documentation quality, and support informed, compliant procurement decisions. If you have deep experience in federal acquisition—either as a government contracting professional or as a contractor supporting federal procurement—this is an opportunity to contribute to work that directly supports the stability and resilience of the U.S. banking system.
Responsibilities:
You will:
- Support COs in reviewing acquisition packages for completeness, accuracy, compliance, and overall acquisition strategy.
- Bridge coordination gaps between the acquisition section and the DIT team—as well as other client groups—to ensure timely and adequate pre‑award and pre‑requisite support.
- Support workload distribution, prioritization, tracking, and overall portfolio management.
- Maintain visibility into acquisition milestones, risks, dependencies, and upcoming actions across the portfolio.
- Conduct proactive engagements with COs, ASB Policy, program offices, clients, legal counsel, and other stakeholders to resolve issues and advance requirements.
- Support the TEP process, including planning, coordination, documentation, training, and compliance with applicable procedures.
- Assist COs with drafting, reviewing, and refining major acquisition documents, including acquisition plans, solicitations, statements of work, performance work statements, evaluation plans, negotiation memoranda, and award documents.
- Review requirements and acquisition strategies to identify potential risks, gaps, ambiguities, and opportunities for improved competition, performance, and pricing.
- Provide quality assurance reviews of acquisition documentation before submission for review or approval.
- Assist in coordinating responses to policy, legal, oversight, and management inquiries.
- Support the development and maintenance of acquisition schedules, milestone trackers, dashboards, and management briefings.
- Help identify and elevate acquisition risks, including schedule delays, funding issues, requirements instability, data gaps, and stakeholder dependencies.
- Facilitate collaboration among program offices, technical teams, budget and finance personnel, legal staff, policy offices, and contracting personnel.
- Support market research, industry engagement, and the development of acquisition approaches for complex or high‑dollar IT requirements.
- Assist with post‑award transition activities, including contract kick‑off meetings, transition planning, and coordination between the acquisition and technical teams.
- Support continuous improvement initiatives, lessons‑learned activities, templates, tools, and standard operating procedures.
- Provide mentoring, guidance, and knowledge‑sharing to acquisition staff and stakeholders.
- Perform other acquisition‑related support duties and special projects as assigned.
Qualifications:
Required:
- Seven (7) years of experience as a Contract Specialist or Contracting Officer in the Federal Government or military, or equivalent contractor experience performing federal acquisition functions.
- Bachelor’s degree in a business‑related field.
- Ability to obtain and maintain a Public Trust (background investigation)
- Experience working with both FAR and non‑FAR acquisition environments.
- DAWIA Level II certification in Contracting, or the current equivalent certification
