Job Summary
The Assistant Director of Finance plays a critical role in responding to the significant challenges posed by the Hospital budget, working with the Hospital Executive Management Team to drive improved financial performance and productivity.
To ensure the highest standard of financial processes, business intelligence, reporting and support for compliance with best practice in terms of financial matters. This will involve full use of IFMS.
Strengthening financial control, oversight and governance, ensuring the Hospital Finance department is proactive rather than reactive in its financial oversight and compliance obligations
To ensure meaningful and timely analysis and interpretation of Hospital financial results to support the delivery of high-quality healthcare through maximising Activity Based Funding (ABF) mechanisms.
To progress financial challenges to resolution, ensuring performance metrics and KPIs are achieved.
To work with the Director of Finance, Executive Management and the Regional finance teams to provide financial input to the annual National Estimates process.
To work with the Regional Finance function to ensure compliance with local and HSE-related financial regulations.
To deliver on all financial reporting requirements, including review and input as required in respect of the Hospital Annual Financial Statements (AFS) process.
Responsibilities
The Assistant Director of Finance is responsible for:
Assisting the Director of Finance in the leadership, management and development of all activities relating to the financial management of the Hospital:
-Financial Performance and Planning
-Costing and pricing through ABF
-Financial Accounting
-Management Accounting
-Finance Reform; IFMS
-Procurement
Assisting the Director of Finance in shaping the strategic and operational development of the Finance function and for the development and implementation of harmonised finance systems.
The Assistant Director of Finance has a shared responsibility for financial governance guidance across the Hospital:
-Providing expert financial advice and decision support
-Leading on the financial management accountability obligations of the Hospital.
This includes timely and responsive reporting, to a standard specification agreed with the Hospital Director of Finance, on all of the various aspects set out below:
-allocating annual budget across the Hospital
-assisting in the development and monitoring of cost containment and breakeven
plans within the Hospital system
- supporting the implementation of hospital reform and the wider reform agenda
-ensuring that the frameworks, processes, procedures, standards and controls, as defined by Director of Finance will be implemented
Skills, competencies and/or knowledge
Professional Knowledge & Experience
Up to-date knowledge of the relevant professional accountancy standards that
apply in Ireland to include an in-depth knowledge of Financial Reporting Standards, Financial Regulations and relevant GAAP and FRS 102.
In depth knowledge of the public sector estimates process and the business
planning process.
A deep understanding of the financial and operational challenges faced within
running a highly complex and pressured healthcare environment.
Expertise in reporting, analysis and evaluation of data.
Working knowledge of what constitutes strong financial control/systems which
contribute to key business decisions.
A working knowledge of relevant IT systems including SAP.

Qualifications

Qualifications & Experience
Candidates must have at the latest date of application:
Hold a professional accountancy qualification and be a member of a recognised
or prescribed accountancy body such as ACCA, CPA, ACMA, CIMA, ACA or an
equivalent accountancy body in another jurisdiction for a minimum of 10 years.
And
Significant experience in a senior healthcare finance management role in
to include in financial management and planning in a healthcare setting with
multiple stakeholders.
And
A significant track record of achievement in a performance driven organisation.
And
Significant experience of working collaboratively and cross functionally within a
complex working environment with multiple internal and external stakeholders,
as relevant to the role.
And
Have the requisite knowledge and ability (including a high standard of suitability
and management ability) for the proper discharge of the duties of the office
