Program Manager II, Community Inclusion and Community Living Services
The Program Manager II is responsible for the quality, effectiveness, and efficiency of all assigned services administered through the Los Angeles County Division. Directs, administers, and manages the activities of the assigned departments in support of established policies, goals, and objectives. The programs overseen by the Program Manager II include licensed and unlicensed Community Based Day Services, Medical & Behavioral Day Services, Independent Living Services, Coordinated Family Support Services, Housing Access Services, and assisting with grants and special projects supporting the Division.
 
Summary

Under the direction of the Vice President, the Program Manager provides strategic leadership, operational oversight, and direct supervision for assigned programs and staff across multiple service locations. This position is responsible for developing and implementing policies, procedures, workflow processes, and performance goals that support high-quality, person-centered services and organizational objectives.

The Program Manager supervises Program Coordinators, provides coaching and performance management, and evaluates staffing needs to ensure appropriate coverage, effective service delivery, and achievement of program outcomes. The role oversees departmental operations, monitors performance metrics, prepares reports, manages budgets and expenditures, and implements continuous improvement initiatives to enhance efficiency, effectiveness, and regulatory compliance.

This position serves as a key leader within the division management team, supporting organizational strategic initiatives and fostering strong relationships with individuals served, families, community partners, funding agencies, and external stakeholders. The Program Manager actively develops community partnerships and opportunities that align with the interests, goals, and preferences of the people supported.

Responsibilities include ensuring compliance with all applicable local, state, and federal regulations, Community Care Licensing requirements, Title 22 standards, HIPAA regulations, and agency policies. The Program Manager conducts routine site visits, operational audits, and compliance reviews to monitor health, safety, sanitation, accessibility, and program quality standards across service locations.

The role reviews and analyzes Special Incident Reports (SIRs) and Event Information Memos (EIMs), evaluates staff responses to behavioral incidents, identifies trends, and coordinates corrective actions and program-specific training to enhance service quality and risk management. The Program Manager also provides direct program coverage and hands-on support as needed to maintain continuity of services.

This position requires regular travel between Northridge and Lancaster locations, maintaining a physical presence in each office and service site to oversee operations, support staff, assess program needs, and respond to emerging issues.

Compensation and Benefit Package: This is a salary, exempt position and starting pay will be dependent on qualifications, experience, internal equity, and budget considerations. The salary range for this position is $73,112 - $80,808.

Position Requirements

Leadership & Supervisory Experience

Education & Experience Candidates must meet one of the following qualifications:

Option 1

  • Bachelor's degree in Psychology, Social Work, Rehabilitation Counseling, Human Services, or a related field.
  • Minimum one (1) year of management or supervisory experience within the developmental disabilities services delivery system.

Option 2

  • Minimum three (3) years of experience in a human services delivery system, including at least one (1) year in a management or supervisory role.
  • Two (2) years of experience and/or training in one or more of the following:
    • Licensed Adult Day Programs, Tailored Day Services, or community-based day services.
    • Independent Living Services (ILS), Supported Living Services (SLS), Coordinated Family Supports (CFS), or similar community living programs.
    • Case management for individuals receiving Regional Center services, including housing resource development and support.

Licenses & Certifications

  • Valid California Driver's License with a clean driving record and use of a personal vehicle for business purposes.
  • Ability to successfully complete First Aid/CPR and Core Behavioral Training.
  • Ability to obtain and maintain DOJ criminal record clearance.

Knowledge & Regulatory Compliance

  • Working knowledge of federal and state employment regulations and community-based service regulations, including Titles 17 and 22.
  • Understanding of best practices in human services, developmental disability services, compliance, health and safety, and person-centered support.

Additional Requirements

  • Ability to inspire, develop, and support high-performing teams while creating and maintaining critical relationships with internal and external stakeholders.
  • Ability to travel regularly between multiple service locations and community-based settings.
  • Ability to lift up to 25 pounds with assistance, operate standard office equipment, and perform duties that require mobility, including bending, kneeling, reaching, and driving.
  • Ability to work in office, community, and program environments, including occasional exposure to adverse weather conditions, behavioral challenges, and other service-related environments.
