ASSISTANT DIRECTOR, EDUCATION DEPARTMENT

Primary Function: To provide leadership, administration, and operational oversight of externally funded programs, workforce initiatives, and funded student services within the Education Department under the direction of the Director of Education. The Assistant Director serves as the department’s primary operational point of accountability for grant and contract administration, funding eligibility and compliance, financial administration, reporting, data management, and external funding partnerships. The position supports the development and expansion of workforce opportunities across the Education career pathway and supervises designated staff supporting credentialing, grants, and funded initiatives.

Responsibilities:

  • (1) Administer externally funded Education Department programs, grants, contracts, and workforce initiatives, including PASSHE, PHMC, and other current and future funding sources.
  • (2) Oversee the funded-student life cycle, including funding intake, eligibility determination, required documentation, enrollment and status monitoring, continued eligibility, and compliance with funder requirements.
  • (3) Manage grant and contract requirements, including agreements, amendments, deliverables, timelines, documentation, and required institutional and external reporting.
  • (4) Oversee financial administration of externally funded programs, including invoicing, expenditure tracking, account reconciliation, budget monitoring, financial analyses, and coordination with appropriate College offices.
  • (5) Maintain accurate and consistent program, funding, and student records across Workday and external funding systems and establish processes that support a reliable single source of truth for funded-program data.
  • (6) Serve as the primary operational liaison with external funding agencies and workforce partners and maintain timely, accurate, and documented communication regarding program requirements, student funding, reporting, contracts, and compliance.
  • (7) Monitor the funding implications of student enrollment, withdrawal, academic progress, attendance, leaves, and program changes in coordination with Academic Advisors and program staff while maintaining appropriate separation between academic advising and funding administration.
  • (8) Supervise the Credential Coordinator and designated current and future grant-funded positions, providing direction, support, accountability, and performance management.
  • (9) Collaborate with the Director of Education to identify, develop, and expand external funding, workforce-development, credentialing, and educational opportunities across the Education career pathway.
  • (10) Develop and maintain procedures, documentation, tracking systems, and internal controls that support compliance, operational effectiveness, fiscal accountability, and continuity across externally funded Education Department initiatives.
  • (11) Coordinate with Education Department faculty and staff, Academic Advising, Finance, Grants, Workforce Development, and other College offices to support successful implementation and administration of funded programs.
  • (12) Other related duties may be assigned from time to time by leadership.

Organizational Relationships: (1) Responsible to the Director of Education for performance of assigned responsibilities; (2) supervise assigned Education Department staff, including the Credential Coordinator and designated grant-funded positions; (3) work closely and cooperatively with Education Department faculty and staff, Academic Advising, Finance, Grants, Workforce Development, and other College offices; and (4) establish and maintain effective professional relationships with external funding agencies, workforce partners, educational organizations, and other relevant external stakeholders.

Performance Standards: Performance in this position is considered satisfactory when: (1) mutually agreed upon objectives have been attained within specified time frames; (2) responsibilities of the position have been carried out at a level consistent with performance objectives; (3) grant, contract, financial, student funding, and reporting requirements are completed accurately and within established deadlines; (4) funded-program records and data are accurate, current, and appropriately maintained; (5) effective relationships and communication are maintained with internal and external partners; (6) externally funded programs operate in accordance with College, contractual, and funder requirements; and (7) leadership competencies are exhibited in a manner consistent with institutional norms such that positive team/employee relations are fostered and employee developmental needs are proactively addressed.

Qualifications:

  • Education: Master’s degree in education, higher education, business administration, public administration, organizational leadership, or related field from an accredited college or university.
  • Skills, Knowledge, Abilities: Knowledge of grant, contract, or externally funded program administration; ability to interpret and implement complex funding requirements; knowledge of budgeting, invoicing, financial tracking, reconciliation, and reporting; ability to manage multiple projects, deadlines, systems, and funding streams simultaneously; strong data-management and recordkeeping skills; ability to supervise and develop employees; excellent organizational, interpersonal, written, and oral communication skills; ability to establish productive relationships with internal and external partners; demonstrated problem-solving and independent decision-making skills; adaptability and ability to work independently; and knowledge of workforce development, credentialing, and/or Pennsylvania education career pathways preferred.
  • Experience: Progressive professional experience in higher education, education administration, workforce development, grant administration, or a related field; experience administering externally funded programs, grants, or contracts strongly preferred; experience with financial administration, compliance, reporting, or funded-student programs preferred; and successful supervisory or administrative experience preferred.
