The LA County Board of Supervisors has unanimously ratified a Proclamation of Local Emergency in response to the windstorms and wildfires, including the Palisades and Eaton Fires, that have devastated communities across the County. We are looking for qualified and passionate individuals to assist the County in mobilizing resources and support needed to help our residents recover and rebuild. The Department of Public Works is seeking qualified candidates to fill emergency Program Manager I vacancies related to this unprecedented natural disaster.

Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.

During your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.

Those who successfully pass the assessment will be considered for permanent appointment to Program Manager I.

A Program Manager I is responsible for a combination of the following job functions:

  • Assists the Program Director in formulating and developing plans, policies and projects for the program.
  • Directs the work of the non-professional staff and coordinates the activities of the professional and technical staff in implementing the policies and goals of the program including the development of new methods and procedures for the implementation of program goals.
  • Maintains liaison with various agencies and organizations, including County departments, local, state and federal agencies, community agencies, and other concerned parties, both public and private.
  • Develops and implements policies and procedures that promote accessibility and inclusivity.
  • Monitors processes by gathering analyzing relevant information to ensure continued compliance to existing laws and regulations.
  • Evaluating program effectiveness by conducting reviews and audits of public counters within the Department.
  • Prepares reports and data related to the Americans with Disabilities Act (ADA) Title II to maintain compliance with ADA laws and requirements.
  • Handles ADA complaints and grievances from constituents and conducts the necessary research to provide solutions.

MINIMUM REQUIREMENTS:

OPTION I: Graduation from an accredited four-year college or university with a Bachelor's degree* -AND- Two years of experience in a general administrative staff capacity** analyzing and making recommendations for the solution of problems of organization, systems and procedures, programs, facilities planning, budget or personnel. One year of the experience must have been assisting in the development and implementation of programs impacting the public.

A Master's degree* or higher from an accredited graduate school will be accepted for one year of the experience.

OPTION II: One year of experience in the County of Los Angeles as an Administrative Assistant II***.

LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

PHYSICAL CLASS:
Physical Class 2 - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

**General administrative staff capacity is defined as: Assisting management by performing research, analysis and making recommendations on use of personnel, allocation of funds, workload and workload fluctuations, and programs and procedures for accomplishing departmental objectives.

***To qualify, applicants must have County status as an Administrative Assistant II evidenced by holding such payroll title in the County of Los Angeles for the required period of time. No out-of-class experience will be accepted.

During your initial work period, the appointing department will evaluate your performance. Those who achieve a passing score on this evaluation will be considered for permanent appointment.
