Job Description

GENERAL DESCRIPTION:

The Texas Division of Emergency Management (TDEM) is an emergency response entity, and this status can affect working hours, travel, and change in duties as needed. Under general direction, plans and coordinates technology for the field for TDEM.

The Systems Administrator II performs training at the local and state level on field operations technology solutions. Content knowledge should include crisis management systems such as WebEOC and Mobile Device Management (MDM). Work involves providing customer support for Field Operations Technology and related equipment in a stand-alone, network, or virtual environment. May assign and/or supervise the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Availability for after-hours and weekend work is required. Must have the ability to operate outside of normal working hours on a twelve (12) hour shift during activations of the State Operations Center (SOC) and able to deploy from normal duty station for extended periods in the aftermath of a disaster without relief and to work extended hours. Employees are also subject to being assigned to a field operations center for incident response and recovery operations. 

*Salary is a fixed rate.

*This position is located on-site and not subject to telecommuting.

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:

  • Administers and maintains mobile devices within the TDEM network topology.

  • Perform critical and highly advanced and/or supervisory (senior-level) emergency management technology support which may include installation, operations, maintenance, monitoring, administration, and other services for Field Operations Technology.

  • Provide customer support for critical information systems and related equipment in a stand-alone, network, or virtual environment under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

  • Coordinates logistical operational technology support.

  • Develops and creates procedures and training manuals and conducts presentations and briefings based on supported emergency management technology.

  • Establish and ensure that appropriate security controls over emergency management technology are maintained.

  • Prepare briefings, reports, and evaluations on field operations technology efficiency and utilization.

  • Review daily data communication transactions, problems, remedial actions taken, and installation activities.

  • Review and provide advice regarding the procurement of emergency management technology services and equipment.

  • Assists TDEM Field Technicians in supporting TDEM personnel and Emergency response communication needs.

  • Troubleshoot, diagnose, and resolve complex emergency management system related problems.

  • May assign and/or supervise the work of others.

  • Face-to-face and person-to-person interactions are required.

  • Maintain a regular course of attendance during authorized work schedule and work extended hours when needed.

  • Ability to travel (25%).

  • Perform related work as assigned.

MINIMUM QUALIFICATIONS:

Education – Bachelor’s degree from an accredited four-year college or university in applicable field or an equivalent combination of education and experience.

Experience – Three (3) years of experience in related field.

Preferred Experience – Mobile Device Management (MDM), Administration of WebEOC or related emergency management systems. Preferred experience may include information technology systems (administration, network, technical support, server support) or mobile (iOS) systems support.

*Additional work experience of the type described above may be substituted for the education requirement on a year-for-year basis. Thirty (30) semester hours is equivalent to one (1) year of experience. A completed advanced degree may be substituted in lieu of work experience.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Ability to anticipate, identify, process, and apply technology-based applications and provide decisive problem solving.

  • Knowledge of MDM platforms and processes.

  • Ability to responsibly handle sensitive and confidential information and situations adhering to applicable laws/statutes/policies related to access, maintenance, and dissemination of information.

  • Ability to be innovative when trouble shooting and problem solving.

  • Knowledge of methods to prioritize, plan, organize and carry out multiple technical projects which frequently are underway simultaneously.

  • Knowledge of crisis management systems such as WebEOC.

  • Ability to work extended or non-traditional hours such as evenings, weekends, special events, etc. for emergency operations.

  • Ability to independently maneuver uneven terrain and standing water or other austere conditions and move around damaged structures.

  • Ability to perform duties in a safe manner, avoiding shortcuts that have potential adverse results/risks, and adhering to compliance with safety standards and best practices.

  • Proficiency in Microsoft Office.

  • Ability to convey technical information in lay terms that can be understood by people with a variety of educational and working backgrounds.

  • Ability to perform effectively under relatively constant, high stress, high volume, and firm schedule situations.

  • Ability to communicate with tact and diplomacy.

  • Ability to maintain the security and integrity of critical infrastructure, which may include communications systems, computer networks and systems, cybersecurity systems, electrical grid, hazardous waste treatment system or water treatment system.

REGISTRATION, CERTIFICATION OR LICENSURE:

Complete and obtain certification in IS-100, IS-200, IS-700, and IS-800 and the Professional Development Series FEMA courses within twelve (12) months of employment and any other training as determined.
