General Position Summary:

As Accounting Manager, this position is responsible for managing and coordinating day-to-day accounting functions of the Idaho Judicial Branch and providing technical accounting guidance and support to leadership. This position performs complex accounting analysis, financial reporting, grant accounting and compliance, account reconciliation, audit coordination, and financial compliance activities and assists management with the interpretation and application of accounting policies, procedures, and standards.


The Accounting Manager supervises and develops accounting staff and is responsible for ensuring that accounting activities are performed accurately, timely, and in accordance with applicable laws, policies, accounting standards, and internal controls.  The position researches complex accounting matters, identifies opportunities to improve accounting processes and systems, and provides recommendations to management.


The position works under the direction of the Director of Finance and Operations and collaborates with internal divisions, court stakeholders, state agencies, auditors, and other external parties as necessary to support financial operations of the Idaho Judicial Branch.


Special Note:This is a full-time position that currently offers a flexible hybrid work schedule requiring a minimum of three days in the Idaho Supreme Court Building. The schedule is subject to change depending on the needs of the division or direction from the Idaho Supreme Court.

  • Plans, coordinates, and manages assigned accounting operations and activities to ensure accurate and timely completion of accounting functions;
  • Coordinates month end, quarter-end, and year-end financial close processes, including account reconciliations, adjusting entries, closing documentation, and annual closing package materials;
  • Reviews financial transactions, account balances, reconciliations, and accounting records for accuracy, completeness, and compliance with applicable requirements;
  • Researches, analyzes, and resolves complex and technical accounting issues and provides technical guidance and recommendations to management;
  • Supports the administration and effective use of the state ERP system for the Idaho Judicial Branch, including accounting structures, account setup, adjustments, reporting, and related accounting processes;
  • Evaluates accounting processes, procedures systems, and reporting needs and recommends improvements to increase efficiency, accuracy, internal controls, and quality of financial information; 
  • Provides technical accounting guidance regarding applicable accounting standards and pronouncements, including Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), and Financial Accounting Standards Board (FASB) requirements;
  • Performs financial analysis and prepares and reviews financial statements, reports, schedules, and other information to support management decision-making and financial reporting requirements;
  • Presents and explains financial information, accounting practices, policies, regulations, and governmental requirements to management and others in a clear and understandable manner;
  • Supports the development, documentation, and implementation of accounting policies, procedures, internal controls, and related processes; 
  • Coordinates and provides support for annual financial audits and other external reviews, including serving as a primary accounting contact for independent auditors and preparing and reviewing audit schedules, workpapers, reconciliations, and supporting documentation; 
  • Monitors accounting activities and financial reports for compliance with applicable laws, policies, accounting standards, and regulations;
  • Manages and oversees grant accounting activities for federal and state grants, including grant revenues, expenditures, receivables, cash draws, allocations, reconciliations, financial reporting, compliance, and closeout activities;
  • Reviews grant financial activity, identifies and resolves discrepancies and compliance issues, provides technical guidance regarding allowable costs and documentation, and supports grant audits and monitoring activities;
  • Coordinates with program managers, funding agencies, and other stakeholders regarding grant accounting reporting, compliance, and related requirements;
  • Establishes, documents, and monitors accounting-related internal controls and recommends improvements when appropriate;
  • Provides accounting support and oversight for financial activities associated with Guardianship and Conservatorship and Guardian ad Litem (CASA) programs;
  • Assists with accounting analysis related to pension plans, including review of fund activity and actuarial information; 
  • Provides guidance and technical assistance to accounting staff regarding accounting procedures, reconciliations, financial reporting, and complex transactions;
  • Reviews the work of accounting staff to ensure accuracy, completeness, timeliness, and compliance with established policies and procedures;
  • Mentors, coaches, evaluates, and assists with training and professional development of accounting staff; and
  • Performs other duties and special projects as assigned.

The Idaho Supreme Court reserve the right to consider an equivalent combination of education, training, and/or experience necessary to successfully perform the major responsibilities of the position.


Education and Experience:

  • Bachelor’s degree in Accounting or Finance; 
  • Certified Public Accountant (CPA) certification preferred;
  • Five to seven years of progressively responsible professional accounting experience, including supervisory experience;
  • Governmental accounting experience preferred.
  • Thorough knowledge of accounting principles and standards, including GAAP, GASB, and FASB.
  • Knowledge of applicable federal, state, and local laws, codes, and regulations and governmental accounting requirements;
  • Knowledge of financial reporting methods, techniques, and procedures;
  • Knowledge of internal controls and the COSO framework;
  • Knowledge of accounting systems and ERP environments;
  • Skill in performing and reviewing complex account reconciliations;
  • Skill in researching, analyzing, and resolving complex accounting and financial issues;
  • Skill in analyzing and interpreting financial data and preparing accurate financial reports;
  • Skill in reviewing the work of accounting staff and ensuring assignments are completed accurately and timely;
  • Aptitude for numbers and strong quantitative and analytical skills;
  • Ability to identify opportunities to improve accounting processes, reporting, and internal controls and develop practical efficiencies;
  • Ability to think strategically and exercise sound professional judgment;
  • Ability to use advanced computer skills in Microsoft Office products, particularly Excel;
  • Ability to organize and prioritize work to meet multiple deadlines;
  • Ability to prepare and present complex information clearly and effectively, both verbally and in writing;
  • Ability to establish and maintain effective working relationships with members of the judiciary, court leadership, employees, state agencies, auditors, and other court stakeholders;
  • Ability to work independently while recognizing matters requiring management guidance or escalation; and
  • Ability to maintain confidentiality and exercise appropriate discretion; and
  • Ability to adapt to changing priorities, systems, processes, and organizational needs.
