Job Description:
This position is a 100% "working in office" position.
Under limited supervision, supervises Information Technology (IT) Business Systems Analyst and/or IT Business Systems Analyst Coordinator positions. Implements and enforces Information Security policies, education and awareness programs. Performs business process analysis and design and provides systems support for automated business applications by serving as a liaison between the business end users and applications developers; performs related work as assigned. Responsible for compliance with Nebraska Information Technology Commission (NITC) guidelines, IRS procedures, and Nebraska Auditor of Public Accounts (APA).
Job Duties include:
Leadership:
• Responsible for employee recruitment/selection, performance evaluation, discipline, grievance investigation/resolution, training, termination.
• Coordinates work efforts, makes assignments, prepares project/work plans, monitors work progress, and prepares project progress reports.
• Provides leadership in the implementation and enforcement of information security best practices.
• Provides leadership in the analysis and implementation of business processes.
Information Security:
• Maintains security policies and processes to ensure appropriate safeguards are implemented.
• Manages responses to cybersecurity incidents.
• Provides security awareness training.
• Verifies agency compliance with state and federal laws and regulations.
Business Process Analysis:
• Confers with clients to determine the business needs and requirements.
• Analyzes business processes.
Compliance
• Works with IRS to meet all requirements for Federal Tax Information and provides timely and accurate responses.
• Coordinates with the Office of the Chief Information Officer to ensure Department of Revenue (DOR) adheres to NITC Standards and Guidelines.
• Coordinates with DOR staff to review documents and provide responses to the APA.
Requirements / Qualifications:
Minimum Qualifications: Experience in leading or supervising employees engaged in the analysis of business processes and system requirements, and the creation of business process solutions for large-scale business system applications, OR Experience in coordinating business process projects through the facilitation of others for large-scale business system applications.
Preferred Qualifications: Knowledge of State of Nebraska or DOR IT security environment, including treatment of confidential data and requirements for securing and housing Federal Tax Information.
Knowledge, Skills and Abilities:
Candidates must be service oriented, have strong interpersonal and analytical skills that include working directly with various levels of business and technical staff to determine sound technical solutions for business requirements. Candidate must have strong technical, organization and planning, problem-solving, and decision-making skills. Must be able to communicate effectively and handle organizational issues in a professional manner.
