Description

The Pasadena Police Department is seeking an experienced Crime Analyst to provide crime trend analysis, assist detectives as needed, and help manage investigative resources for the City of Pasadena. This is an excellent career opportunity for a proven professional to be a part of a progressive, World Class Police Department, in addition to assisting in the planned establishment of an Active Intelligence Center.
 
The current vacancy is in our Criminal Investigations Division, which is responsible for compiling, entering, maintaining, integrating, analyzing and reporting findings on crime trends and patterns and other related statistical data and information. The ideal candidate will be experienced, detailed oriented and progressive in applying best practices to law enforcement crime analysis. The successful candidate will be analytical, computer/software savvy, a self-starter and utilize independent judgment in establishing work processes to strengthen the nexus between crime analysis and effective, proactive control to suppression.

IDEAL CANDIDATE
Our Crime Analysts provide critical analytical support to help identify crime trends, patterns, and emerging public safety issues. The ideal candidate will have experience in crime analysis, statistical research, or criminal justice data analysis, preferably in a law enforcement or public sector environment. This person will possess strong analytical, critical thinking, communication, and problem-solving skills, exercise sound independent judgment, and effectively communicate complex information to a variety of audiences.

  • Determines analytical techniques and information-gathering processes and obtains necessary information and data for analyses.
  • Compiles, organizes and reviews raw data from crime reports, crime bulletins and other local and regional law enforcement data sources.
  • Verifies, validates and updates databases utilized for crime analysis; determines and develops conclusions regarding patterns, trends, “hot spots” and suspects; and initiates and disseminates crime analysis reports, bulletins, timelines, flow charts and link analyses related to trends, patterns and suspects.
  • Develops maps and analyses of spatially referenced data including crime reports, calls for service, parolees, sex registrants, code enforcement complaints and other relevant data.
  • Maintains appro­priate documentation to ensure compliance with all City, State, and Federal legal requirements and standards.
  • Conducts surveys; enters and analyzes data; generates and writes statistical reports and other written materials for department use and for publication explaining data and findings.
  • Conducts resource allocation studies and prepares reports for budgeting, scheduling and service area reconfiguration purposes.
  • Makes presentations of findings to department and City management, elected officials, policy-making groups, representatives of other agencies and the public; develops and conducts training sessions to department and City employees and the public.
  • Maintains working relationships with other law enforcement agencies to provide and obtain information; keeps abreast of current trends in the field; participates in professional crime analysis organizations and attends regional crime intelligence meetings.
  • Researches and advises department management on needs and requirements related to statistical data processing information systems and tools including the retention of appropriate statistical data; assists in developing section policies and goals; and working with staff to develop and refine procedures.
  • Provides courtroom testimony in areas of expertise; represents the department on internal, interagency and public task force groups; and performs related duties as assigned.
  • Manages investigative resources such as automated license plate readers, camera systems, etc.
  • May assist with developing and running a planned Active Intelligence Center.

EDUCATION AND EXPERIENCE

  • Graduation from an accredited, four-year college or university with major coursework in a field requiring an emphasis on statistical analysis or mathematical modeling. 
  • Three years of progressively responsible experience in wide-ranging statistical analysis or criminal justice system data analysis experience; or an equivalent combination of training and experience.
  • Individuals with possession of a Certificate from the International Association of Crime Analysts or a Certified Crime and Intelligence Analyst (CCIA) Certificate issued by a college or university and recognized by the California Department of Justice, and with three years of job-related experience in a law enforcement agency, will be deemed most qualified.

EXAMINATION
Applicants who appear best qualified based on applications and supplemental applications submitted will be invited to any combination of written, performance or oral appraisal to further evaluate their job-related experience, knowledge, skills and abilities. Probationary work test period is one year.

Must possess a valid California Class C driver's license and the ability to maintain insurability under the City's vehicle insurance program. 

Successful completion of a comprehensive background investigation is required including a review of employment history, criminal conviction record, credit history, use of intoxicants and/or other controlled substances.

Specific vision abilities required for this job include close vision, color vision and the ability to adjust focus.
