Job Description
PURPOSE SUMMARY. Perform advanced professional work supporting the County’s Talent Acquisition Division. Independently manages complex recruitment activities, conducts workforce analysis, supports workforce planning initiatives, and develops recommendations that enhance recruitment effectiveness, employee experience, and organizational performance. Provides professional consultation to departments and assists with implementation of strategic Talent & Culture initiatives.
ESSENTIAL DUTIES.
1. Recruitment Activities
Coordinate and manage full-cycle recruitment for professional, technical, management, executive, and specialized positions.
Partner with department leadership to develop recruitment strategies that support organizational staffing needs.
Prepare recruitment announcements, advertising plans, interview schedules, and hiring timelines.
Review recruitment plans, interview panels, interview questions, recruitment packets, and hiring recommendations to ensure compliance with County policies, employment laws, and merit-based hiring principles.
Coordinate candidate communications, interview logistics, and selection processes.
Recommend improvements that enhance recruitment efficiency and candidate experience.
2. Workforce Planning and Organizational Initiatives
Assist with analysis on workforce trends, vacancy data, recruitment outcomes, turnover, and labor market information.
Assist in developing workforce planning recommendations and staffing strategies.
Support succession planning, recruitment forecasting, and workforce development initiatives.
Research workforce trends and recommend innovative recruitment practices.
Assist departments in identifying staffing needs and recruitment solutions.
3. Workforce Analytics and Reporting
Develop and maintain recruitment reports, dashboards, and workforce metrics.
Monitor key performance indicators including time-to-fill, applicant flow, recruitment effectiveness, and onboarding outcomes.
Analyze workforce data and identify trends supporting operational improvements.
Prepare reports and presentations for departmental leadership.
Maintain workforce data accuracy and reporting integrity.
4. Organizational Culture and Employee Engagement
Assist with employee recognition, onboarding, engagement, and organizational culture initiatives.
Coordinate employee feedback activities, exit surveys, and workforce engagement efforts.
Analyze participation and program outcomes.
Recommend improvements supporting employee retention and organizational effectiveness.
Support implementation of employee engagement strategies.
5. Professional Consultation
Provide guidance to hiring managers regarding recruitment procedures, hiring timelines, interview processes, and staffing strategies.
Interpret County policies and recruitment procedures for departments and applicants.
Resolve complex recruitment issues while ensuring compliance with County standards.
Build collaborative relationships with internal departments and external partners.
6. Projects and Process Improvements
Assist with implementation of Talent & Culture initiatives, audit recommendations, technology enhancements, and process improvement projects.
Develop recruitment resources, procedural documents, and operational tools.
Participate in special projects supporting recruitment modernization, onboard improvements, workforce analytics, and employee engagement.
Recommend improvements that increase operational efficiency and customer service.
Research best practices and emerging workforce trends.
7. Recruitment Operations
Assist the Senior Talent Acquisition Analyst in coordinating recruitment activities across the County.
Review recruitment packets for completeness and policy compliance.
Collaborate with Talent Acquisition Specialists to support recruitment functions.
Assist with onboarding and training activities for recruitment staff.
Serve as a project lead or subject matter expert for assigned initiatives.
8. Represent the Department
Represent Talent & Culture at career fairs, recruitment events, educational partnerships, and community outreach activities.
Occasional travel between County facilities, recruitment events, career fairs, training sessions, and community outreach activities is required.
Develop relationships with educational institutions, workforce agencies, and community organizations.
Promote Doña Ana County as an employer of choice.
Participate in committees and organizational initiatives supporting County workforce goals.
ADDITIONAL DUTIES. Other duties as assigned.
QUALIFICATIONS.
A. Education. Bachelor’s degree from an accredited college or university in Human Resources, Business Administration, Public Administration, Industrial/Organizational Psychology, Organizational Leadership, or related field.
B. Experience. Five (5) years of professional experience in talent acquisition, workforce planning, organizational development, workforce analytics, or human resources administration. Public sector experience is preferred.
C. Education/Experience substitution. N/A
D. Licenses/Certifications. Valid driver’s license. Must maintain a valid driver’s license and an acceptable driving record in accordance with County policy. Senior Professional in HR (SPHR), Professional in HR (PHR), Senior Certified Professional (SHRM-SCP), Certified Professional (SHRM-CP) AIRS, PSHRA-CP, PSHRA-SCP, or comparable certification is preferred.
E. Other (e.g., post-offer medical exam, polygraph, background check, driver’s license record, etc.). Must pass pre-employment background check and driving record check.

Compensation Range
