COVER LETTER PROMPT:

Please submit a cover letter of one to two pages describing how your experience prepares you to serve as EPHD’s Special Projects Manager. Your letter should specifically address:

• Your direct experience overseeing third-party property-management companies, including the size and type of portfolio, your responsibilities, and how you evaluated and enforced contract performance.

• Your experience with LIHTC or other regulated affordable housing, including financial, operational, physical, and compliance monitoring.

• A specific example of identifying property underperformance, compliance risk, or a service concern and working with a property manager or other partner to implement corrective action.

• Your experience reviewing property budgets, financial statements, rent rolls, occupancy and collections, maintenance and unit-turn performance, capital needs, reserves, and compliance reports.

• Your approach to balancing financial performance, regulatory compliance, contract accountability, resident needs, and long-term preservation of affordable housing.

Clearly distinguish your personal responsibilities from those of your team or organization and include measurable results where available. If you do not have direct LIHTC asset-management experience, explain the most comparable experience you would bring to the position.

Position Specific Description:

The Special Project Manager position at the City of Tucson’s Department of Housing & Community Development (HCD) is primarily responsible for asset management of City/El Pueblo Housing Development (EPHD) owned affordable housing, and working with staff across the department. They manage the oversight of third party property managers, property compliance, monitor operations, track and report on property performance. They will also manage other high-priority HCD/EPHD projects.

Work is performed under the supervision of the Affordable Housing Development Administrator. This position does not supervise.

Duties and Responsibilities:

  • Initiates projects by outlining and documenting the project scope, identifying opportunities and constraints. Assists with developing potential project timelines. Conducts fieldwork to evaluate and document existing conditions and shares with City staff and consultants. Collaborates with consultants and City staff to refine the project scope and schedule. Monitors scopes, schedules, and budgets for multiple projects.

  • Develops and implements public engagement strategies to reach relevant stakeholders and gathers community feedback for related projects. Attends and facilitates community meetings, plans and coordinates public meetings, delivers public presentations, produces promotional materials, prepares exhibits, and compiles and summarizes public input.      

  • Facilitates coordination among internal staff and external consultants to ensure assigned projects are completed timely and provides regular updates to HCD leadership on their progress.

  • Develops and implements public engagement strategies to reach relevant stakeholders and gathers community feedback for related projects. Attends and facilitates community meetings, plans and coordinates public meetings, delivers public presentations, produces promotional materials, prepares exhibits, and compiles and summarizes public input.  

  • Manages federal or other regulatory agency requirements to include environmental reviews, applications, approvals and reporting.

  • Oversees renovation and improvements of single-family homes for affordable home ownership.

  • Performs other duties and tasks as assigned.

MINIMUM QUALIFICATIONS

Education

Bachelor's degree

Experience

Three (3) years of relevant experience

Equivalency

Any combination of relevant education and experience may be substituted on a year-for-year basis.

License/Certifications

Valid and unrestricted Arizona Class D Driver License - Arizona Department of Transportation - Motor Vehicle DivisionValid and unrestricted Arizona Class D Driver License - Arizona Department of Transportation - Motor Vehicle Division

Preferred Qualifications

PREFERRED QUALIFICATIONS

Educational background in real estate, urban planning, civil engineering, landscape architecture, architecture, public administration, public health, or a closely related field.
Master’s degree in Planning, Engineering, Landscape Architecture, Architecture, Public Administration, or a related discipline.
Direct experience working with grant-funded projects.
Professional experience in real estate, housing development and project management.
Direct experience working with program participants, stakeholders and the public, including meeting facilitation, event planning and coordination, and delivering public presentations.
