 IMPORTANT INFORMATION REGARDING THE RECRUITMENT PROCESS:

Step 1: Online Application: In order to be considered for a Police Cadet position with the Upland Police Department, applicants must submit an online application in response to a current job opportunity listed on the City's website.
 
 Step 2: Written Examinations: Qualified applicants will be required to successfully pass the written POST Pellet B Examination with a T-score of 44 or higher. Qualified applicants will be invited via email to the written examination. Applicants may submit written t-scores from other agencies for examinations taken within the last 12 months. T-scores shall be sent to [email protected]  for consideration.

 Step 3: Oral Interview: Qualified applicants will be required to complete oral interviews as part of the recruitment process.
 
 Step 4: Background Investigation and Administrative Interviews: Qualified applicants will undergo a complete, comprehensive, POST approved Background Investigation including a Polygraph Examination. Upon completion of the background investigation, applicants may be invited to an Administrative Interview.
 
 Step 5: Conditional Job Offer: Following the successful completion of all prior steps, candidates may be made a conditional job offer. Job offers are conditional upon the successful completion of a medical examination.
 
 Step 6: Medical Examinations: Qualified applicants will complete a full medical examination, including drug screening.

  • Learns, understands, and applies Department and mandated applicable laws, ordinances, policies, and procedures.
  • Performs reception duties such as greeting citizens and directs to appropriate staff. Answers questions and provides general information to the public. Answers phone calls and directs callers to other departmental personnel as appropriate. Learns and operates police radio communications equipment.
  • Under the supervision of the Records Division, releases records as appropriate such as criminal reports, crash reports, and calls for service.
  • Maintains and restocks forms, citations, applications, and permits. Organizing and filing related files and records.
  • Assists with the release of impounded, stored, and auctioned vehicles. Scheduling various appointments for other divisions.
  • Provides Livescan fingerprinting services to the general public.
  • Performs California Law Enforcement Telecommunication Systems (CLETS) data entry duties.
  • Maintains contact with citizens regarding potential law enforcement problems and preserves good relationships with the general public by providing satisfactory customer service.
  • Takes an active role in areas of public education relative to crime and crime prevention.
  • Acts as a court liaison, delivers criminal reports to the District Attorney’s Office for review, and collects court documents related to the filing or rejection of criminal cases.
  • Observes and complies with all City and mandated safety rules, regulations, and protocols.
  • Performs other duties as assigned.


Knowledge of: 

  • General functions of a municipal law enforcement agency.

  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff.
  • The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar. 
  • Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed. 

Ability to:

  • Respond to and effectively prioritize multiple phone calls and other requests for service.
  • Obtain, record, and retain complete and accurate information from diverse individuals, including those who are upset, angry, or difficult to understand.
  • Maintain professionalism, courtesy, and composure at all times, including emergency and high-stress situations.
  • Learn and understand the organization and operation of the Department and outside agencies as necessary to assume assigned responsibilities.
  • Prepare and maintain accurate and precise written documents such as technical reports, records, and correspondence that may serve as evidence in court.
  • Learn and operate police radio communications equipment.
  • Organize, maintain, and update office database and records systems.
  • File materials alphabetically, chronologically, and numerically.
  • Organize work, set priorities, and meet critical deadlines.
  • Understand and follow oral and written instructions.
  • Enter and retrieve data from a computer with sufficient speed and accuracy to perform assigned work.
  • Learn and apply new information or new skills.
  • Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.
  • Effectively use computer systems, software applications relevant to work performed, and modern business equipment to perform a variety of work tasks.
  • Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax.
  • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.  
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and visit various City sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 20 pounds.

WORK ENVIRONMENT: 
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees also work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, hazardous physical substances, and fumes. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures. The principal duties of this class are performed in a police station environment with exposure to criminal offenders, mentally ill individuals, and persons potentially infected with communicable diseases.
