Description

The City of Sugar Land is seeking an experienced Infrastructure Manager

The Infrastructure Manager leads the City’s infrastructure, network, cybersecurity, and data center operations. This is a working manager position that combines staff leadership and service ownership with active technical involvement in architecture, implementation, troubleshooting, incident response, and operational support. The position is accountable for reliable and secure technology services, infrastructure planning and lifecycle management, capital improvement project guidance, project delivery, vendor and contract oversight, budgeting, disaster recovery, backups, policy development, and the development of infrastructure staff. The manager partners with City departments to plan, implement, and sustain cost-effective technology solutions that support public services.

What We Pay

The Infrastructure Manager is an exempt position, and compensation is considered based on experience and qualifications.

What You’ll Do as an Infrastructure Manager:
  • Select, train, coach, evaluate, and supervise infrastructure employees directly or through subordinate personnel; establish performance standards, priorities, goals, objectives, and schedules.
  • Lead daily infrastructure operations and projects across networking, servers, storage, virtualization, cloud-connected services, data centers, backup platforms, and related systems.
  • Maintain current, hands-on technical proficiency across the supported environment and personally contribute to complex design, configuration, implementation, troubleshooting, recovery, and incident-response work when operational needs, risk, or project complexity require managerial involvement.
  • Review and validate technical designs, configurations, change plans, root-cause analyses, recovery procedures, and implementation results; challenge assumptions and provide technically sound direction to staff and vendors.
  • Manage the performance, availability, capacity, resilience, and lifecycle of enterprise infrastructure and network services.
  • Coordinate cybersecurity incident response activities involving endpoints and network infrastructure; ensure alerts are triaged, incidents are documented and escalated, and corrective actions are completed in partnership with security, service desk, and business stakeholders.
  • Coordinate the planning and completion of major infrastructure, network, cybersecurity, and system implementations; develop project scope, specifications, schedules, risk plans, and budgets.
  • Develop, recommend, maintain, and help enforce City policies, standards, and procedures within the position’s areas of responsibility, including networking, infrastructure, endpoint security, backups, disaster recovery, acceptable technology configurations, and lifecycle management.
  • Required to work as an essential employee before, during and after an emergency or disaster.
  • Stay abreast of, and comply with, all City and departmental policies and procedures.   
  • Perform other duties and responsibilities as assigned by the Director or their designee. 

Formal Education:

  • Bachelor’s degree in computer science, information systems, cybersecurity, business or public administration, or a related field; equivalent relevant education and experience may be considered.
Relevant Experience:
  • Five years of progressively responsible, hands-on experience in enterprise infrastructure or network operations, including at least three years leading projects, services, or technical staff.
  • Demonstrated recent technical experience designing, implementing, administering, or troubleshooting enterprise networks, systems, backups, disaster recovery, and cybersecurity technologies in a production environment.
  • Hands-on or supervisory experience supporting Cisco routing, switching, and related LAN technologies.
  • Experience administering or overseeing Cisco XDR and Cisco Secure Endpoint or comparable XDR and endpoint detection and response technologies.
  • Experience with incident response, change control, vendor management, budgeting, disaster recovery, and infrastructure lifecycle planning.
  • Experience providing technical guidance for construction, facility, transportation, or other capital improvement projects is preferred.
  • Experience developing technical policies and standards and mentoring network or systems administration professionals is preferred.
  • Municipal or other public-sector experience is preferred.

Training (License and/or Certification):

  • Valid Texas driver’s license.
  • Must be eligible to obtain and maintain Criminal Justice Information Services (CJIS) clearance.
  • PMP, ITIL, Cisco, or relevant cybersecurity certification is preferred. Examples include CCNP Enterprise, Cisco CyberOps, CISSP, or equivalent credentials.
