AUDIT OFFICER

(Business Services Analyst)

Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

OPEN TO THE PUBLIC

This recruitment will establish an open eligible list that will be used to fill current and future Business Services Analyst positions. The eligible list established may also be used to fill positions in similar and/or lower classifications throughout the County of Orange. 

DEADLINE TO APPLY

The Orange County Sheriff’s Department is among the largest in the nation, providing exemplary law enforcement services focused on a collaborative, dedicated and innovative approach to public safety. Our nearly 4,000 sworn and professional staff are committed to serving the needs of Orange County through six organizational Commands comprised of 23 Divisions. Together, these Commands and Divisions provide services including land, air and sea-based patrol, custody operations, investigative services, emergency management, coroner services, forensics and specialty operations, among an extensive list of other public safety services.

THE DIVISION 

The Strategy, Accountability, Focus, and Evaluation (S.A.F.E.) Division reviews, enhances, and creates Department policies, improves safety through compliance with all mandates, and reduces liability. It produces statistical reports, analyzes trends, and assists injured employees in their recovery and return to work. It investigates alleged misconduct by Department employees, conducts operational audits and reviews, and tracks performance in support of our commitment to public service. The division comprises the Risk Management, S.A.F.E., S.T.A.R., and Internal Affairs Bureaus.

S.T.A.R. BUREAU

Sustainability. Transparency. Accountability. and Review. (S.T.A.R.) bureau was established to independently evaluate efficiencies and effectiveness through process and procedures, review compliance of law, regulation, and policy, and to provide adequate and effective internal controls in operations. The S.T.A.R. Bureau operates as an independent and objective unit that provides reasonable assurances and advisory needs to the Department. In addition, the bureau is responsible for: Risk Assessments, Process Improvements, and other Special Projects as assigned. The S.T.A.R. Bureau promotes accountability and transparency to ensure the Department achieves its mission, strategic goals, and objectives.

THE OPPORTUNITY

The S.T.A.R. Bureau conducts government-auditing services for the Department. The bureau is growing and needs knowledgeable, innovative, positive audit professionals that will deliver quality assurance services for the department and its stakeholders. The ideal Business Service Analyst (Audit Officer) will possess energetic qualities and have a desire to continuously learn about the Sheriff’s Department programs, functions, and operations. The Business Service Analyst (Audit Officer) will perform assessments of effectiveness, efficiency, and compliance with laws and regulations. The Business Service Analyst (Audit Officer) will assist to formulate recommendations that positively enhance the Departments policy, procedures, and overall operations. 

Responsibilities and duties for the position include, but are not limited to, the following: 

  • Conduct multiple operational and compliance audits, special reviews (as needed), in accordance with Generally Accepted Government Auditing Standards (GAGAS).
  • Review policies and procedures and existing laws and regulations.
  • Assist with audit methodology, data collection, data analysis, and testing procedures.
  • Evaluate evidence documents, records, reports, for accuracy and effectiveness. 
  • Prepare work papers, correspondence, and draft preliminary audit reports.
  • Perform peer Quality Assurance (QA) reviews to ensure quality audit reporting, consistency methodology applied, and compliance with audit policies and procedures. 
  • Maintain ongoing communication with division commands to gain understanding of operations.
  • Develop recommendations for deficiencies or issues and identify opportunities for process improvements and operational efficiency.
  • Track audit findings, observations, issues, and other areas that measure program performance, work with senior management for implementation of corrective action.
  • Participate in Continuing Professional Education and ongoing training opportunities to enhance knowledge, develop skills, and strengthen competencies.
  • Other duties as assigned.

DESIRABLE QUALIFICATIONS 

In addition to the minimum qualifications, the ideal candidate will possess: 

  • Bachelor's degree in: Accounting, Business Administration, Criminal Justice, or related field.
  • Knowledge of the Global Internal Audit Standards and International Professional Practices Framework (IPPF).
  • Knowledge of the Generally Accepted Government Auditing Standards (GAGAS).
  • Experience in local government (city, county, agency) auditing.
  • Knowledge of internal controls, performance auditing and organization improvement.
  • Knowledge of Information Technology (IT) systems, or cybersecurity auditing.
  • Certified Internal Auditor (CIA), Certified Fraud Examiner (CFE), or other certifications equivalent is a plus.                                                                                                                                                                                                                                                                                                                                 

In addition, the ideal candidate will also have extensive experience in the following core competencies:

  • Ability to detect potential impairment to the internal audit’s independence.
  • Assess and maintain internal audit objectivity.
  • Consistently demonstrate ethical behavior as an internal auditor.
  • Apply due professional care through examinations and verifications. 

Communication

  • Communicate effectively and develop relationships with key stakeholders.
  • Deliver appropriate communications to stakeholders to drive transparency.
  • Ability to present key findings to executives and key stakeholders with clarity, confidence, and professionalism.
  • Ability to draft audit reports that are concise and evidence based.

Performance

  • Ability to understand relevant laws/regulations, policies, and processes.
  • Ability to identify risks and current trends.
  • Maintain conformance with the standards for audit engagements. 
  • Exhibit innovative practices to achieve efficiency. 
  • Self-starter; can effectively function without close supervision. 
  • Recognize the importance of monitoring and follow-up (as needed) on audit engagement outcomes. 
  • Quickly adapt to changes and adjust internal audit activity priorities (as needed). 

Skills and Abilities

  • Proficiency level in Microsoft Office Tools: Excel, PowerPoint, Word.
  • Excellent verbal and written communication skills required for high visibility to Senior Leadership and Stakeholders.
  • Strong project management or organizational skills for a rapidly changing environment.
  • Ability to solve problems based on limited complex or contradicting information.
  • Ability to analyze large data sets to interpret and develop inferences.

MINIMUM QUALIFICATIONS

Three (3) years of professional business services experience related to assignment.

A Bachelor’s degree in accounting, finance, human resources, business, public administration, or related field may substitute for one (1) years of the required experience.

A Master’s degree in accounting, finance, human resources, business, public administration, or related field may substitute for two (2) years of the required experience.

License/Certification

For some positions, possession of a valid California Driver's license, Class C or higher may be required by date of appointment.

For some positions, valid certifications, certificates or professional licenses in relevant areas may be required by date of appointment.

SPECIAL QUALIFICATIONS 

Applicants must not have been convicted of a felony or be on any form of probation and must pass an extensive background investigation to the satisfaction of the Orange County Sheriff-Coroner.

Completion of a background investigation to the satisfaction of the County may be required for some assignments.

Background screening includes completing of a Personal History Form, interview with a background investigator, fingerprinting and may include a polygraph test. Some of the areas considered in the background screening include prior convictions, traffic violations, drug use and credit problems, employment history, professional references and education verification (i.e. degree, license, or official transcripts. Foreign degrees require an evaluation of U.S. equivalency by an agency that is a member of the National Association of Credentials Evaluation Services (N.A.C.E.S.).

RECRUITMENT PROCESS
Sheriff Human Resources will screen all application materials to identify qualified applicants. After screening, qualified applicants will be referred to the next step and notified of all further procedures applicable to their status in the competition.

Structured Oral Interview | SOI (Weighted 100%)
The Structured Oral Interview is a timed assessment. Applicants will provide answers to job-related questions, which will be rated by a panel of subject matter experts using standardized evaluation criteria.  Only the most qualified candidates will move forward to the next step in the recruitment process or will be placed on the eligible list.

Eligible List
Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
