Description

The Administrative Service Manager assignment is to log, re-classify, store, dispense, destroy and release property or evidence to its rightful owner, for court presentation and/or for destruction and auction, in accordance with Illinois Compiled State Statutes, Illinois Rules of Evidence, Illinois Police Training Act, Preservation of Evidence for Forensic Testing, Illinois Criminal Justice Information Act, and City of Freeport Ordinances. The ASM also registers Sex Offenders and maintains Sex Offender Files, in accordance with the Sex Offender Registration Act and the Sex Offender Community Notification Law.  Evidence and Property Management
  • Receive, document, classify, and securely store all evidence and recovered property submitted by department personnel.
  • Maintain the integrity and chain of custody of all evidence from submission through final disposition.
  • Ensure all evidence is properly packaged, labeled, documented, and stored according to departmental procedures and applicable laws.
  • Operate and maintain the department's computerized evidence management system.
  • Conduct regular inventories, audits, inspections, and reconciliations of all evidence storage areas.
  • Identify discrepancies and immediately notify supervisory personnel of any irregularities.
  • Coordinate evidence transfers to crime laboratories, prosecutors, courts, and authorized agencies.
  • Prepare evidence for criminal and civil court proceedings.
  • Maintain documentation of all evidence movement and custody.
  • Ensure evidence storage areas meet security, environmental, and legal requirements.
  • Coordinate the lawful destruction, release, auction, or disposal of evidence and property in accordance with court orders and Illinois law.
  • Maintain records supporting all evidence dispositions.
  • Manage found property, safekeeping property, abandoned property, and recovered stolen property.
  • Ensure biological evidence is preserved in accordance with Illinois law and department policy.
  • Monitor storage capacity and recommend improvements to evidence management operations.
  • Develop and recommend updates to evidence handling policies and procedures.
  • Be prepared for testify in court on cases related to evidence in your control and custody
  • Coordinate the disposal of unclaimed property and special disposal of narcotics, explosives, biological specimens, biohazard materials, firearms ammunition, and firearms.
  • Maintain a current knowledge of local, state, and federal laws involving property/evidence handling, storage and disposal.
  • Deliver, or caused to be delivered, evidence to State and Federal labs testing or analysis as appropriate.
  • Compile property lists to be submitted to appropriate authority for an Order of Disposal.
  • Monitor the status of evidence and property in custody, transferred temporarily for laboratory testing or analysis, and court presentation.
  • Maintain all property storage facilities in a clean, orderly and efficient manner.
  • Perform other duties as directed by the Chief of Police and Detective Lieutenant
Sex Offender Registry Administration
  • Serve as the Department's Sex Offender Registration Coordinator.
  • Administer all offender registrations in accordance with the Illinois Sex Offender Registration Act (730 ILCS 150).
  • Conduct initial and annual offender registrations, address verifications, employment updates, school registrations, and temporary residence registrations.
  • Ensure offenders complete all required registration documentation.
  • Verify offender identification and residency documentation.
  • Enter and update offender information into the Illinois State Police Sex Offender Registration system within required statutory timeframes.
  • Maintain accurate registration records and supporting documentation.
  • Ensure compliance with Illinois State Police reporting standards.
  • Notify appropriate law enforcement agencies of offender relocations.
  • Monitor registration deadlines and required reporting periods.
  • Coordinate with probation, parole, correctional institutions, and neighboring law enforcement agencies regarding offender status.
  • Assist investigators with registration violations and criminal investigations involving registered offenders.
  • Prepare documentation supporting criminal charges for registration violations.
  • Maintain confidentiality of protected information while ensuring public information is accurately reported.
  • Respond to public inquiries regarding registry requirements consistent with Illinois law.
  • Register Sex Offenders and maintain Sex Offender Files.
  • Take Registration Fees.
  • Report Non-Compliant Sex Offenders.
  • Perform other duties as directed by the Chief of Police and Detective Lieutenant.
  • A high school diploma or GED equivalent.
  • Former police officer or law enforcement professional familiar with Porter/Lee BEAST evidence computer software systems strongly preferred.
  • Any combination of education and experience providing the required skill and knowledge for successful performance would be qualifying.
  • Ability to obtain LEADS Certification through the Illinois State Police
  • Ability to operate evidence management software and law enforcement databases.
  • Manage multiple priorities while maintaining accuracy.
  • Perform detailed audits and identify discrepancies.
  • Prepare professional reports and court documentation.
  • Possess knowledge and experience, or the ability to acquire the knowledge and practical experience, to conduct basic evidence fingerprint processing.
  • Ability to accurately and professionally testify in court cases regarding evidence that has been received, stored, transported, processed, or otherwise handled or disposed of.
  • Proficiency in using MS Office and other computer software applications
  • Ability to work independently, manage multiple priorities, and collaborate with other team members.
  • Valid Illinois driver’s license and good driving record.
