JOB SUMMARY
The Business Analyst I provides operational and functional support for the City’s enterprise application software systems. This position assists departments in defining business requirements, supports system configuration and upgrades, performs data validation and reporting tasks, supports the integration of AI tools, and contributes to documentation and user training efforts. The Business Analyst I develops proficiency in municipal enterprise systems while working under general supervision within established procedures.
ESSENTIAL FUNCTIONS
- Assists directors, managers, supervisors, and staff in defining business requirements and system goals.
- Reviews and analyzes existing system processes and identifies opportunities for improvement.
- Assists with the coordination, scheduling, and planning of application software upgrades and system enhancements.
- Assists with the design, testing, and deployment of AI agents, custom automations, and workflow applications.
- Supports system configuration efforts under guidance from senior staff.
- Assists with system testing activities and documents testing outcomes.
- Coordinates and participates in user training sessions.
- Creates and maintains user instructions, documentation, and process guides.
- Troubleshoots routine application software issues and escalates complex matters appropriately.
- Assists users with report creation, data exports, and system navigation.
- Performs data imports, data validation, and proofing of conversions as assigned.
- Communicates with vendors and support representatives as needed.
- Ensures compliance with City policies and applicable regulations in supported systems.
- Assists with general IT Department support functions as required.
- Performs related duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION
- Knowledge of principles used in analyzing, evaluating, and testing information systems.
- Knowledge of enterprise application software systems such as ERP, payroll, financial, HR, work order, and utility billing systems.
- Skill in troubleshooting application software problems.
- Skill in preparing documentation and training materials.
- Skill in problem-solving and analytical thinking.
- Ability to follow established procedures and guidelines.
- Ability to communicate clearly and professionally with users.
- Ability to learn new systems and technologies effectively.
- Ability to use enterprise AI platforms to build basic automations, generate documentation, assist departments with AI adoption, and understand the operational boundaries and data privacy rules of AI tools.
SUPERVISORY CONTROLS
Work is performed under the general supervision of the Business Applications Manager. Assignments are provided with defined objectives and established procedures. Completed work is reviewed for accuracy, completeness, and adherence to departmental standards.
GUIDELINES
Guidelines include governmental accounting standards, vendor documentation, City policies, regulatory requirements, and departmental procedures. Judgment is exercised in selecting and applying appropriate procedures and recognizing when escalation is required.
COMPLEXITY/SCOPE OF WORK
The work involves supporting defined functional areas within enterprise systems. Assignments are moderately complex but generally well-defined. The employee exercises independent judgment within established guidelines while seeking direction for higher-impact decisions.
CONTACTS
Contacts occur regularly with City employees, supervisors, internal IT staff, and vendors to exchange information, resolve problems, and coordinate support activities. Contacts are primarily informational and service-oriented.
PHYSICAL DEMANDS/ WORK ENVIRONMENT
Work is typically performed in an office or computer room environment while sitting at a desk or workstation. Occasional movement throughout City facilities may be required.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
None.
MINIMUM QUALIFICATIONS
- Baccalaureate degree in a course of study related to the occupational field.
- One to two years of related experience.
- An equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities may be considered.
PREFERRED / DEVELOPMENTAL QUALIFICATIONS
- Experience with municipal ERP or enterprise systems.
- Exposure to project coordination or business analysis methodologies.
- Relevant entry-level business analysis or project management related certifications.
ADVANCEMENT
Advancement to higher classification levels is based on demonstrated competency, sustained performance, successful project leadership, and completion of required education or certifications as defined by the Enterprise Technology Department.
