Independently conducts a variety of County planning projects; conducts land use, housing and/or environmental surveys and studies; collects, compiles, and analyzes social, economic, and physical development data; prepares reports and graphic illustrations; gathers background data for the review and analysis of zoning or subdivision applications; and performs other related duties as required.Examples of Duties:

Plans and conducts surveys to secure generalized and detailed land use data;
Compiles and classifies statistical data and prepares reports on present and future land uses;
Conducts studies to secure data on school population, electric and water consumers, population, traffic, transportation facilities, businesses, and industries to determine infrastructure requirements;
Analyzes data and prepares reports on existing community facilities, sanitation facilities, land crowding, hazards, and nuisances;
Reports future need for agricultural and industrial services, businesses, and recreational and educational facilities;
Examines data on traffic counts and proposes size and location of streets;
Reviews technical papers, reports and studies and gathers data covering planning practices in other jurisdictions and various socio-economic conditions in the community;
Examines zoning practices in other jurisdictions for possible application to local problems;
Studies specific land use problems and reports trends;
Delineates and computes areas of developable lands and reports their suitability for uses as allowed in the zoning ordinance;
Prepares graphic presentations of statistical data by means of maps, charts, tables, and graphs;
Assists professional planners by performing technical staff work in the review and analysis of applications for zoning or subdivision of land;
Obtains basic data to determine whether applications for zoning or subdivision are in compliance with the requirements of each of the agencies affected and with applicable ordinances, zoning districts and the General Plan;
Assists in preparing comprehensive preliminary reports on applications for zoning or subdivision land; and
Performs other related duties as assigned.
Minimum Qualifications:
Training & Experience:
A combination of education and experience substantially equivalent to graduation form an accredited college or university with a baccalaureate degree; and
two (2) years of specialized work experience.
Qualifying Specialized Work Experience:
Professional work experience which involved one (1) or a combination of the following:
Architecture, engineering, or socio-economic research;
County planning or related planning activities;
Planning, development, and formulation of social or community action projects and programs;
Transportation planning which included the organizing and developing of transit routes and/or engineering projects; or
Coordinating and managing capital improvement construction projects which must have included feasibility analysis, coordination of budgeting and cost studies, and administration of engineering, architectural and other contractual requirements.
License Requirement:
Possession of a valid motor vehicle operator’s license (Hawaii type 3 or equivalent) and appropriate licenses or certificates as required of the position.
