Position Overview

We are seeking a Reporting and Analytics Team Lead - Subject Matter Expert I (SME I) to support the Transportation Security Administration (TSA) Intelligence & Analysis (I&A) Vetting Analysis Division (VAD) under the IPMSS contract.
This position is contingent on contract award.
The Reporting and Analytics Team Lead provides high-level expert advice, technical guidance, and operational leadership to the TSA I&A VAD. This role supervises a team responsible for data management, analytics, predictive modeling, and business intelligence across VAD operational programs (such as Secure Flight, Credential Vetting, Encounter Analysis, and Identity Verification). The SME I leads stakeholder engagement, oversees dashboard and report delivery, and drives the integration of emerging data analytics tools and methodologies to support client decision-making.

The person in this role will be required to be on-site at the designated office location at least one day per week with respective team as assigned by Government lead and additional days as operationally needed, ensuring adequate support for in-person collaboration, meetings, and critical on-site activities. Schedule flexibility is required in the event of an actual emergency the Contracting Officer may direct the contractor to change work hours or locations or institute changes to telework posture.
Key Responsibilities
- Team Leadership & Supervision: Supervise, coach, and lead a team of data analysts and technical specialists supporting VAD internal and external reporting and analytics functions.
- Expert Advisory & Stakeholder Management: Provide high-level expert advice and counseling to Government leads on reporting products, data quality, and analytical frameworks. Coordinate and facilitate meetings with internal and external stakeholders regarding product format, content, distribution, and operational value.
- Reporting, Data Pipeline & Dashboard Oversight: Lead the design, execution, and automation of data pipelines, analytics tasks, dashboards, and KPI tracking. Manage report inventories, perform report recertifications, and ensure data quality and integrity across products.
- Advanced Analytics & Tool Integration: Guide the application of statistical techniques, quantitative/qualitative analysis, predictive modeling, and AI/machine learning tools. Research and recommend emerging analytics tools across visualization (e.g., Tableau, Power BI) and database platforms (e.g., Oracle, MicroStrategy).
- User Acceptance Testing (UAT) & Special Studies: Oversee UAT validation for systems, review technical deliverables, and develop/execute Study Plans for TSA-approved Special Studies.
- Deliverables & Documentation: Author and review program documentation, technical papers, SOPs, and monthly status/schedule reports. Consolidate, organize, and adjudicate comments across partner organizations.
Qualifications
- A Master’s Degree is required (A BA/BS with 15+ years of relevant experience can substitute).
- Minimum of 10+ years of demonstrated experience applying technical processes to complex problems, managing intricate schedules, and delivering executive-level technical/budgetary briefings.
- Technical & Domain Expertise:
- Mastery of client/agency policies, procedures, data validation, and approval processes.
- Demonstrated proficiency in data visualization tools (e.g., Tableau, Power BI, Qlik), Microsoft 365 applications (Excel, SharePoint, Power Automate), and databases (e.g., Oracle, MicroStrategy, MySQL).
- Working knowledge of tracking tools like IBM Engineering Workflow Management (EWM).
- Strong analytical, communication, and cross-group collaboration capabilities.
- Security Clearances/Suitability: Must meet TSA public trust/suitability requirements (e.g., Tier 2 Moderate Risk). Positions supporting IR&A at TSA HQ require an active Secret clearance.
Compensation and Benefits
The estimated compensation range for this position is between $121,664 and $152,080 annually. Actual salary is determined by a variety of factors, including the candidate’s specialized skills, certifications, and years of experience.
