Director of Emergency Management

Summit County Government is seeking an experienced, collaborative leader to serve as Director of Emergency Management and lead the County's comprehensive emergency management program.

The Director coordinates preparedness, mitigation, response, recovery, and continuity efforts across Summit County and works closely with municipalities, fire districts, law enforcement, Summit County 911, County departments, healthcare providers, utilities, community organizations, and state and federal partners. During significant incidents, the Director activates and manages the County Emergency Operations Center (EOC), coordinates countywide emergency operations, and serves as a key advisor to the County Manager, Board of County Commissioners, and municipal officials.

This is a highly visible, hands-on leadership position requiring sound judgment, strong relationships, and the ability to coordinate effectively across agencies and jurisdictions - particularly during rapidly changing and high-pressure situations. The Director supervises the Emergency Management Logistics Manager and must be available outside normal business hours when emergencies require.

The Director will:

• Lead Summit County's emergency preparedness, mitigation, response, recovery, and continuity programs.
• Maintain the County Emergency Operations Plan and ensure the operational readiness of the EOC and other emergency-management capabilities.
• Activate and manage the EOC during emergencies and significant planned events and coordinate County support to Incident Command.
• Coordinate multi-agency response activities, mutual aid, resource requests, evacuations and re-entry, emergency sheltering, public warning, damage assessment, and recovery efforts.
• Serve as the County's primary emergency-management liaison with local jurisdictions, public safety agencies, community partners, and state and federal agencies.
• Advise County leadership and elected officials on emergency operations, preparedness, policy, organizational readiness, and emergency declarations.
• Coordinate training, exercises, community preparedness, hazard mitigation, continuity, and disaster-recovery planning.
• Monitor emerging hazards and threats and coordinate appropriate preparedness and response activities.
• Administer emergency-management budgets, identify grants, manage contracts and program resources in coordination with other County departments.

The successful candidate will bring substantial progressively responsible experience in emergency management, public safety, government operations, or a closely related field, including experience coordinating multi-agency emergency operations.

Candidates should have demonstrated knowledge of the National Incident Management System (NIMS), Incident Command System (ICS), Emergency Operations Center operations, emergency planning, and intergovernmental coordination, along with the ability to lead effectively during complex and high-stress incidents. Strong candidates will be able to build effective working relationships across agencies and jurisdictions without relying on direct supervisory authority.

A bachelor's degree in emergency management, public administration, public safety, homeland security, or a related field is preferred; equivalent combinations of education and relevant experience may be considered. Candidates must be able to obtain and maintain required FEMA, State of Colorado, and County emergency-management training and credentials and possess a valid driver's license.

The annual salary range is $115,507-$150,159, depending on qualifications. Summit County Government offers an excellent benefits package. Transitional housing may be available depending on availability.
