Construction Technician

POSITION SUMMARY
Performs inspection of a variety of construction and repair projects to ensure that work is in conformance with plans and specifications.  This includes preparing daily reports, calculations of quantities and other civil engineering duties.

ESSENTIAL JOB FUNCTIONS

• Reviews plans and specifications for City projects undertaken by private contractors
• Inspects a variety of construction and repair projects to ensure that work is in conformance with plans and specifications including, but not limited to, water mains, sanitary and storm sewers, street widening and resurfacing, ditch and culvert work, installation of traffic control devices
• Interprets plans and specification and makes recommendation on minor changes in design as necessary
• Ensures that proper construction materials are used and installed correctly and instructs contractors to make needed corrections and informs supervisors of contractors who fail to comply with instructions
• Prepares inspection reports of materials used and construction progress to be used as basis for partial payments to contractors
• Calculate grades, material quantities, equipment summaries and the necessary testing required for the installation of public utilities
• Maintains accurate “as built” drawings and sketches of project for record
• Coordinates needed testing of materials used in construction projects
• Inspects work performed by private utility companies in the public right-of way to ensure repairs are performed safely and that right of way is restored to its original condition
• Communicates with citizens and contractors concerning construction operations 

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
knowledge of:

• Methods and materials used in public utility construction work
• Related City and State ordinances and codes
• Efficient utilization of construction equipment 
• Mathematics, including geometry and trigonometry
• City and State traffic control regulations for construction and maintenance
• Surveying and drafting
• Bookkeeping and budget principles
• Microsoft office products (Word, Excel and Outlook)
• ODOT Construction and Material Specifications and City Construction Standards
• The operation of a laptop and a smartphones

Skill in:

• Evaluating field construction and maintenance situations and in making sound decisions
• Enforcing regulations with firmness and tact
• Dealing effectively with contractors, other City agencies, and the general public
• Reading and interpreting plans and specification
• Maintaining records and preparing reports
• Performing work duties with minimal supervision
• Oral communication

Ability to:

• Prepare reports, gather and classify information about geospatial data.
• Calculate areas, volumes, grades and slopes

REQUIRED EDUCATION. EXPERIENCE, AND CERTIFICATIONS

• Graduation from high school or General Educational Development (G.E.D) Tests equivalency and three (3) years of field experience in public utility, sidewalk, waterline, or storm and sanitary sewer construction work, of which two (2) years must have involved the physical inspection of those facilities.
  • Two (2) additional years of field construction experience may be substituted for one (1) year of inspection experience.  
  • One (1) year of surveying experience may be substituted for one (1) year of construction experience. 
  • An Associate’s Degree in Civil Engineering Technology or a closely related area may be substituted for one (1) year of construction or inspection experience. 
  •  No more than one (1) year of inspection experience is substitutable.

Additional or Special Requirements:

• Must possess a valid driver’s license

PHYSICAL DEMANDS

In this position, the employee will occasionally stand, and sit. The employee will constantly walk.  The position will require the employee to drive a company owned vehicle to various job sites. Occasional stooping, kneeling, twisting, and crouching may occur with this position. Speaking and listening are constant essential functions of this position.

The employee is continuously indoors during the winter months when construction is not present. The employee is constantly outdoor during construction season; The employee will have to travel to multiple worksites very frequently. This position requires extended work hours. The noise level in the work environment is usually loud.
