Recycling Collection Technician

Performs work in recycling recovery, which includes but is not limited to performing collection, sorting, transport and disbursement of recycled materials.  Also performs custodial maintenance around collection bins, recycling drop-off locations and aluminum igloo sites.  Travel is required throughout the county. Provides "frontline customer service" by responding to inquiries and sharing general information about available services, products, programs, and activities with County departments, recycling customers, and the general public.The following statements describe the principal functions of this job and its scope of responsibility but shall not be considered an all-inclusive listing of work requirements. Individuals may perform other duties as assigned, including working in other functional areas to cover absences or relief, to equalize peak work periods, or otherwise to balance the workload.

• Collects recyclables from county facilities and designated businesses using a box truck or truck/trailer combination.
• Inspects, identifies and sorts recyclable commodities retrieved from county facilities or designated areas and relocates material to proper site at the waste management facility.
• Maintains recycling containers and general areas surrounding recycling bins to ensure cleanliness and accessibility.
• Transports recyclable materials to the waste management facility and collaborates with county recycling personnel as needed. 
• Uses power tools and hand tools in the maintenance and repairs of equipment / grounds.
• Educates County employees and the general public on proper recycling practices, including correct material placement and acceptable recyclable items.
• Serves as the Department ambassador, providing exceptional customer service, friendliness, reliability and professionalism to customers.
• Communicates with customers regarding service disruptions including holidays and vacations and offers temporary solutions like extra containers as needed.
• Maintains accurate records relating to the collection of recyclable materials including locations and quantities.
• Makes necessary adjustments to recycling route in order to maximize efficiency and customer service, prioritizing the ability to complete routes on the scheduled day.
• Inspects recycling roll-off locations and maintains sites for cleanliness. Removes debris from sites and transports the contaminants back to the waste management facility.
• Performs preventative maintenance and minor repair (includes cleaning, painting and repairing) of igloo sites and completes quantity site status reports.
• Provides litter control at the landfill as needed. Assists with the overall upkeep of the recycling area.
• Assist in public outreach and education efforts to promote recycling, composting, and waste reduction. This includes event setup, participation in events, and occasional evening or weekend work.
• Performs other reasonable related duties as assigned by immediate supervisor or other management personnel.

Emergency Response 
County employees are required to report for work during a state of emergency and are subject to recall around the clock for emergency response operations which may include duties other than those specified in this job description. Employees may request an exemption from this requirement by submitting the appropriate exemption form, subject to review and approval.Minimum Qualifications

• Graduation from an accredited high school or possession of an acceptable equivalency diploma (GED).
• Minimum of two (2) years of experience in recycling or a general maintenance field. 
• Minimum of one (1) year of experience in hauling trailers or the ability to demonstrate proficiency with a truck/small trailer combination.

Licenses, Certifications, or Registrations

• Must possess and maintain a valid Florida Driver’s License or must obtain within 30 days of establishing residency in Florida and be insurable by current insurance carrier. 
• This position may be subject to the Hepatitis B Vaccination and the Tetanus Vaccination. 
• Must have or be able to obtain certification within three (3) months of employment in FEMA National Incident Management System (NIMS) courses:
  • IS-100.c: Introduction to the Incident Command System (ICS)
  • IS-200.b: ICS for Single Resources & Initial Action Incidents
  • IS-700.b: An Introduction to the National Incident Management System

A combination of education, training and experience may be substituted at the County's discretion.Physical Requirements/Work Environment

• The job involves frequent lifting and carrying up to 50 pounds, and occasionally up to 75 pounds.
• The job requires frequent bending, twisting, and occasional squatting, climbing, kneeling, and balancing.
• The job requires the completion of tasks that involve simple grasping, pushing, and pulling. 
• The job requires normal visual acuity and field of vision, depth perception and color vision, hearing, and speaking.
