Description of Work

The NC Department of Health and Human Services (DHHS), in collaboration with its partners, protects the health and safety of all North Carolinians and provides essential human services.

The Children's Developmental Services Agency (CDSA) is part of the Early Intervention Section of the Division of Child and Family Well-being in DHHS. The CDSA is the lead agency responsible for the oversight of the administration of the North Carolina Infant-Toddler Program (NCITP), a federally mandated program under Part C of the Individuals with Disabilities Education Act (IDEA), that serves eligible children from birth to age 3 with or at-risk for developmental disabilities. The CDSA ensures that evaluation, treatment supports, service coordination and supports are available within a multi-county catchment area and that children eligible for the program receive recommended services either through a network of enrolled contract community service providers or directly from the CDSA.

The primary purpose of the Early Intervention Service Supervisor (EISS) position is to provide clinical and administrative supervision, guidance, technical assistance, and support for the ITP Service Coordinators and other CDSA personnel who serve children referred to and enrolled in the NC Infant-Toddler Program. This position is also responsible for hiring and training Early Intervention Service Coordinators (EISCs), completing work performance evaluations, and ensuring EISC compliance with State and Federal regulations for the Infant/Toddler Program. The EISS may also carry a small caseload of children. Duties may include other assignments as determined by agency director. Along with the Director and other staff, this employee is responsible for training/collaborating with other public and private providers of early intervention services and participates as a member of the CDSA Management Team in long-range planning, policy and procedure development, and budget management.

Duties include travel between both office locations and within the catchment area of the Morganton/Hickory Children's Developmental Services Agency (CDSA) which serves Alexander, Burke, Caldwell, Catawba, and McDowell Counties.

Knowledge Skills and Abilities/Management Preferences

Salary Range: $55,221 - $96,639

Recruitment Range: $55,221 - $68,550

Candidates now meet the minimum qualifications of a position if they have the minimum education and experience listed on the vacancy announcement.  

The following Management Preferences are not required, but applicants that possess these skills are preferred:

• Experience with managing, hiring, training, and supervising staff that provide services to with young children who have developmental disabilities or delays.

• Experience working with children 0–5 and their families, including children with developmental delays.

• Working ability to integrate the family into the intervention process and provide coaching on how the parent or other caregiver can facilitate and support skill development on an ongoing basis using the child’s everyday routines.

• Must possess a degree from an accredited university that allows certification as an Infant-Toddler Family Specialist.

Physical Requirements (If Applicable):

• Light work with some physical lifting. This work also requires the ability to participate in activities that are developmentally appropriate to infants and toddlers.  

• Physical effort also includes being able to get up and down from the floor in clinic and family home environments, lifting and carrying young children, and driving car to home visits within the 5-county catchment area.

Position is funded through federal funds.

Minimum Education and Experience

Master's degree in a human services field from an appropriately accredited institution and two years of professional developmental disability or infant and child mental health experience preferably including administrative/supervisor experience.

Bachelor's degree in a human services field from an appropriately accredited institution and three years of professional developmental disability or infant and child mental health experience, preferably including one year of administrative experience.

OR

An equivalent combination of education and experience.
