Under the technical direction of the Operations Supervisor, is responsible for the proper development and placement of waste at transfer sites and at the Solid Waste Facility, including the collection and transportation of waste from the transfer sites. Operate/maintain all heavy equipment including scheduled maintenance.

Schedule: Tuesday - Saturday, 8 AM to 5 PM1.    Operate forklift, bulldozer, front end loader, grader, water truck, site truck, landfill and vibratory compactors, dump truck, and other heavy equipment and vehicles. Operate welder, torches, and other machine tools as needed.
2.    Supervise and provide direction to equipment operators in proper placement of waste. Process all waste items received including solid and hazardous waste, asbestos, and treated medical waste. Ensure proper disposal and covering of all waste.
3.    Supervise and provide direction to equipment operators in the proper compaction and cover of solid waste and maintenance of landfill liner, the proper construction of slopes and grades using surveying equipment, and proper construction and maintenance of Solid Waste Facility roads.
4.    Supervise work performed at the Transfer Sites, including overseeing clean-up, collection, transporting, and maintenance work.
5.    Perform preventative and routine maintenance on all rolling equipment and heavy equipment to include scheduled maintenance under the direction of the Operations Supervisor.
6.    Direct public on proper placement of solid waste, assist in offloading, inform public about policies as required, and conduct facility tours.
7.    Direct contract haulers on placement of cover material and maintain cover as required by the solid waste permit.
8.    Accepts, separates, and handles recyclable materials. Process junk vehicles.
9.    Make recommendations to improve the operation, maintenance, safety or working conditions of the Solid Waste Division.
10.   Properly wear and use all required personal protective equipment.
11.   Respond to emergency situations as needed.
12.   Coordinate maintenance and repairs of equipment and buildings with other Borough Departments and vendors.
13.   Performs back up scale house functions as required.
MINIMUM QUALIFICATIONS:
1.    High school diploma or equivalent. A minimum of six (6) years’ experience in the operation of heavy equipment including bulldozers with greater than 150 flywheel horsepower (Cat D6T or equivalent) and wheel loaders with greater than 150 flywheel horsepower (Cat 930 or equivalent).
2.    Up to one year training in heavy equipment operation or maintenance preferred.
3.    One (1) year supervisory experience with knowledge of current principles and practices.
4.    Mechanical experience maintaining different types of light and heavy equipment.
5.).  Must have or obtain a valid State of Alaska Class A Commercial Driver's License (CDL) within one year of hire. Prefer CDL with an "H" or "X" endorsement. Must obtain "X" endorsement to CDL within 6 months of initial hire or after obtaining CDL. If the applicant does not already have a Class A CDL with “X” endorsement, the FNSB Will pay the applicant’s salary while attending a certified State of Alaska training course for up to six (6) weeks. All fees associated with the CDL & required endorsement training courses will be the sole responsibility of the applicant, however, financial assistance may be available from the State of Alaska. Successful applicant will be required to undergo and pass an Interstate Commerce Commission (ICC) Physical prior to employment, and will be subject to further annual ICC physicals throughout their period of employment. Must have or be able to obtain a (Certified Forklift Driver) card within six (6) months of hire (A test will be administered to all qualified applicants).
6.    Must have and be able to maintain a valid driver’s license. Must meet insurance standards and maintain insurability under the Borough's insurance program. If personal automobile is used for Borough business, proof of automobile insurance at statutory limits must be provided. (A CURRENT COPY OF DRIVING RECORD WILL BE REQUIRED UPON REQUEST)
KNOWLEDGE, SKILLS, AND ABILITIES
1.    Knowledge of equipment, materials, and practices used in the construction of roadways and placement of controlled fill.
2.    Demonstrate competency in the operation of equipment through an on-site test as part of job interview.
3.    Ability to use numerous mechanical and power tools and equipment used for repair and maintenance.
4.    Ability to learn and complete the HAZWOPR course within six (6) months of hire.
5.    Must have or be able to obtain and maintain a Standard First Aid, Adult CPR and Automated External Defibrillator (AED) certifications, as recognized by the American Red Cross (or equivalent) within six (6) months of hire. (APPLICANTS WHO HOLD A CURRENT CERTIFICATION MUST PROVIDE ORIGINAL CERTIFICATION AT THE TIME OF INTERVIEW)
6.    Ability to interpret written and oral instructions.
7.    Demonstrated proficiency in operation of a personal computer. Ability to monitor and record a variety of activities and data.
8.    Ability to deal pleasantly and tactfully with the public and to maintain effective working relationships with co-workers, general public, professional colleagues, and other government agencies.
OTHER
1.    Must have ability to wear a respirator and pass a Haz Mat physical.
2.    A PROFICIENCY TEST MAY BE ADMINISTERED.
3.    This position requires a criminal background investigation.
THE BOROUGH HAS ESTABLISHED THE GOAL OF A 100 PERCENT DRUG-AND-ALCOHOL-FREE WORKPLACE. APPLICANTS WILL BE REQUIRED TO UNDERGO DRUG TESTING PRIOR TO EMPLOYMENT AND WILL BE SUBJECT TO FURTHER DRUG AND ALCOHOL TESTING THROUGHOUT THEIR PERIOD OF EMPLOYMENT.

JOB RESPONSIBILITY:
Supervisor responsibilities: directs workflow of permanent/temporary /seasonal/volunteers; experiences minor problems daily and occasional major ones that must be resolved on own initiative with virtually no supervision; the consequences of error, carelessness or mistaken judgment require serious effort to recover.
For the purpose of this job description, "supervisor" means providing technical work direction and oversight. It does not include the ability to employ, promote, transfer, evaluate performance, discipline, suspend, discharge or adjudicate grievances; those are management responsibilities handled by the manager/director level.
WORK ENVIRONMENT:
Works in an unpleasant solid waste environment and in disagreeable temperature extremes on a continuous basis that expose the employee to combinations of elements and factors where there is major health and accident risks, including fires; requires sustained periods of heavy lifting, pushing or pulling (50+ lbs.).
This position falls under the Borough’s Blood Borne Pathogen (BBP) Exposure Control Program as it is reasonably anticipated that infrequent exposure to blood or other bodily fluids may occur while performing some job duties.
