Under the direction of the City Manager, the Assistant City Manager is responsible for executive management work, providing executive support to the City Manager and providing direction and oversight to department heads. Work is performed under the executive direction of the City Manager and guidelines established by City Council. Work involves development and administration of city policy and budget while providing oversight of various programs, projects and initiatives that foster staff and community development and ongoing communication.

Assist the City Manager in the administration, implementation, and execution of City Council policies and directives; prepare verbal and written reports to advise the City Manager on developing strategies and methods; oversee operations of departments; inform the City Manager of significant problems and accomplishments; serve as the City Manager in his/her absence and act in any designated area.
Manage, direct, and supervise department heads; evaluate performance, coach where appropriate, review personnel actions and recommend employment terminations; recommend policies for personnel code and non-uniform personnel rules and regulations; provide guidance to department heads on policies, personnel matters, and problems; review goals, objectives, priorities, and programs.
Develop and maintain effective working relationships with City Council members and various departments; coordinate activities to resolve conflicts and disputes; communicate with the public through telephone inquiries, public meetings, and special appearances; investigate and resolve public inquiries and complaints; represent the City at meetings, conferences, and on boards or agencies with multi-jurisdictional involvement; represent city administration at City Council or committee meetings as assigned;
Manage special projects assigned by the City Manager; conduct research and prepare reports on findings; carry out assignments and advise the City Manager on various subjects; act as a liaison for the City Manager with various groups as assigned; utilize personal computer and/or mobile devices and related equipment for communication and report preparation.
Meet all job safety requirements and all applicable safety standards that pertain to essential functions; must demonstrate regular and predictable attendance; maintain required licenses and/or certifications.
Performs other duties as assigned.
POSITIONS DIRECTLY SUPERVISED:
Various Department Heads.
Possession of a Bachelor's degree in business or public administration or related field; and
Ten (10) or more years of progressively responsible experience in city management or public administration, including supervisory experience; Master of Public Administration (MPA) or equivalent experience preferred.
Must possess and maintain a valid State of Ohio driver’s license and must remain insurable under the City’s vehicle insurance policy.
Any combination of education, training, and/or experience equivalent to the minimum qualifications stated above.
SKILL IN: word processing; basic computer operation; typing and data entry; use of modern office equipment and software; verbal and written communication.
ABILITY TO: demonstrate professionalism; carry out instructions in written, oral, or picture form; read, copy, and record figures accurately; effectively communicate verbally and in writing in order to give and receive information in a prompt and courteous manner; organize, coordinate, and prioritize a variety of departmental programs, activities and projects to communicate complex ideas effectively, both orally and in writing; analyze financial data and relate such data to budget preparation and other fiscal planning; conduct research and prepare reports on a variety of subjects; establish and maintain effective working relationships with elected and appointed officials at all levels of government; communicate with staff, the media, and with the general public.

PHYSICAL REQUIREMENTS / WORK ENVIRONMENT:
The employee is exposed to chemical compounds found in an office environment (e.g., toner, correction fluid, etc.); this is considered sedentary work, and the employee must demonstrate the ability to perform the physical demands required of the position in accordance with the U.S. Department of Labor’s physical demands strength ratings.
In cases of emergency, unpredictable situations, and/or department needs, may be required to lift, push, pull, and/or carry objects heavier than D.O.L. strength ratings recommend.
