Job Description:

World Vision Democratic Republic of Congo (World Vision DRC) is a Christian humanitarian and development organization dedicated to improving the well-being of vulnerable children, families, and communities. Faith-based and community-based organizations play a critical role in delivering quality healthcare services, particularly in underserved and hard-to-reach areas. Through their deep community roots, extensive service networks, and trusted relationships with local populations, these organizations significantly contribute to improving access to essential health services and advancing population health outcomes.

As countries strive to strengthen the resilience and sustainability of their health systems, integrated approaches are increasingly being adopted to enhance coordination among health facilities, community health workers, and local stakeholders. These approaches aim to expand access to comprehensive primary healthcare services, including maternal, newborn, and child health, nutrition, infectious disease prevention and treatment, and other public health priorities, while promoting people-centered care at the community level.

A network-based service delivery model, supported by strong referral systems, capacity strengthening, supportive supervision, supply chain management, and effective use of health data, offers a practical and sustainable pathway to improving the quality, accessibility, and continuity of healthcare services. Successful implementation of such models requires strong technical leadership to ensure service quality, integration across health programs, alignment with national health priorities, and long-term sustainability.

Within this context, the position of Partnerships Coordinator will play a strategic role in achieving the objectives of the community health project by developing, strengthening, and coordinating partnerships with government institutions, faith-based organizations, churches, community networks, and technical partners.

 

Overall Objective of the Position

Working closely with the Government and key stakeholders in the health sector, the Partnerships Coordinator will lead efforts to develop, coordinate, and strengthen the partnerships required for the effective implementation of the project. The position will also support the capacity strengthening of faith-based and community partners to ensure the delivery of community health services in accordance with national standards and quality requirements.

The position holder will contribute to achieving the following specific objectives:

• Map partners and conduct due diligence of stakeholders operating in the community health sector.
• Strengthen the capacity of faith-based and community partners in the delivery of primary health care services.
• Ensure effective coordination and sustainable integration of primary health care and community health services into the national health system.
• Support the gradual transition of interventions to national systems to ensure their sustainability.

The project adopts an approach whereby strengthened referral health centers, with enhanced technical capacities, provide support to a network of health facilities and community health service delivery points.

Project implementation will be carried out in close collaboration with:

• The Ministry of Public Health, Hygiene and Social Protection, as well as other relevant government institutions;
• Faith-based health networks, faith-based organizations, and community structures;
• Technical and financial partners.

Project governance will be ensured through a National Steering Committee led by the Government, responsible for ensuring that interventions are aligned with national health priorities, promoting coordination among stakeholders, and fostering the sustainability of project results.

In this context, the Partnerships Coordinator will be responsible for designing, developing, managing, and strengthening strategic partnerships with government authorities, faith-based and community networks, and technical and financial partners.

 

MAJOR RESPONSIBILITIES

Partner Coordination

• Develop partnership strategies aligned with the objectives of the community health project.
• Identify and engage relevant partners to optimize access to, quality of, and continuity of community-level health services.
• Coordinate the definition of collaboration arrangements among members of the National Steering Committee, clearly outlining the roles, responsibilities, duties, and obligations of each member.
• Support the due diligence process and coordinate the development of partnership Memoranda of Understanding (MoUs), ensuring strict compliance with World Vision standards, policies, and procedures.
• Organize regular partnership coordination meetings with all relevant stakeholders, including representatives of the Ministry of Health, key technical partners, faith-based and religious networks, and other key health sector stakeholders.
• Conduct quarterly partnership progress review meetings with consortium members.
• Establish mechanisms for monitoring and oversight of partnership relationships among the different stakeholders.
• Maintain effective and sustainable relationships with government authorities, particularly the Ministry of Health.
• Provide substantial support to advocacy efforts aimed at integrating Community Health Workers (CHWs) into the government remuneration and payment system.
• Develop an action-tracking plan to monitor the implementation of recommendations arising from each meeting and follow up on commitments made by stakeholders.
• Serve as a mediator in the event of disagreements or conflicts among consortium members and between partners.
• Promote participatory, inclusive, and equitable governance among consortium members.
• Coordinate the establishment of the National Steering Committee, comprising representatives of the Ministry of Health, consortium members, community networks, and other relevant stakeholders.
• Contributes to the development of a transition plan for the progressive integration of project interventions into national systems.
• Ensure compliance with donor requirements and contractual obligations.

 

Capacity Building

• In collaboration with partners, identify capacity-strengthening needs and develop a comprehensive capacity-building plan.
• Identify, through consortium members, government institutions, and other relevant stakeholders, qualified resource persons who can contribute to addressing the capacity-strengthening needs of the identified networks.
• Organize learning sessions, peer-to-peer learning, and experience-sharing opportunities among members of the identified networks.
• Monitor mutual commitments, results, and performance indicators to ensure accountability and achievement of agreed objectives.
• Co-facilitate the development of a transition and sustainability plan with government authorities and relevant networks.
• Identify, assess, and mitigate partnership-related risks to ensure effective and sustainable collaboration.

Communication, External Engagement and Documentation

• Facilitate effective and seamless communication among consortium partners and members of the National Steering Committee.
• Organize annual partnership performance assessments and partnership health checks to evaluate the effectiveness, relevance, and sustainability of partnerships.
• Establish and facilitate a platform or framework for knowledge and experience sharing among partners.
• Prepare regular reports on the status and performance of partnerships and their contribution to achieving project objectives.
• Ensure proper documentation of deliverables and outcomes for each partnership meeting, including meeting minutes, attendance lists, photographs, action points, and follow-up on recommendations and commitments.
• Assess and document the added value, complementarity, and comparative advantages of each partner to maximize synergies and avoid duplication of efforts.

 

Other Duties as Required

• When required, represent World Vision in strategic meetings and events with government authorities, donors, community networks, and other key stakeholders.
• Perform any other duties and responsibilities as assigned by the supervisor.

 

 

KNOWLEDGE, SKILLS AND ABILITIES

• Bachelor’s degree in social sciences/development management/international development/Statistics or relevant field.
• At least five (5) years of professional experience in the NGO sector, with demonstrated experience in networking and partnership mechanisms involving community-based actors, including faith-based and health actors, as well as government stakeholders.
• Proven experience in managing and developing partnerships with government entities in the Democratic Republic of Congo (DRC), as well as in strengthening the capacity of local partners, particularly in the health sector.
• Excellent written and verbal communication skills, combined with strong interpersonal and relationship-building skills, particularly in multicultural environments, with demonstrated ability to analyze and solve problems, influence, build networks, and negotiate effectively.
• Proficiency in the use of standard computer applications and information technology tools.
• Certification or formal training in facilitation, training, networking, and/or partnership management is an added advantage.
• Good knowledge and understanding of partnership management, local capacity strengthening, and localization, particularly in development and fragile contexts.
• Full commitment to World Vision’s core values and Christian principles.
• Compliance with World Vision policies and standards related to child safeguarding, the Code of Conduct, and conflicts of interest.
• Strict adherence to World Vision security and safety protocols and procedures.
• Fluency in French and strong English in written and oral

 

 

Work Environment

This position will be based in Kinshasa or in one of the strategic provinces where World Vision DRC operates. The position requires a willingness and availability to travel within the Democratic Republic of Congo (DRC) as needed.
