JOB SUMMARY:
The Talent Development & Learning Manager ensures the successful delivery of learning and professional development experiences aligned to organizational strategy. This role translates strategic priorities into integrated learning solutions that build staff capability while coordinating across Organizational Development, Change, and Learning Experience & Design to support enterprise initiatives. The Manager plays a critical role in leading complex, cross-functional initiatives, ensuring learning solutions are embedded within systems, workflows, and behavior expectations to drive adoption and impact.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Oversee the planning, design, development, implementation, and evaluation of multiple complex learning programs that align with organizational priorities, support workforce capability development, and address evolving business needs.
- Provide leadership for complex, cross-functional initiatives by directing the learning and capability-building workstream, aligning stakeholder engagement, change readiness, and workforce development with organizational objectives.
- Lead cross-functional alignment across Organizational Development, Change, and Learning Experience & Design teams to ensure integrated solutions.
- Translate strategic initiatives into coordinated learning plans that align systems, behaviors, and capability development.
- Provide consultative guidance on learning and capability development strategies that enable successful implementation of strategic initiatives and organizational change; translate strategic initiatives into coordinated learning plans that align systems, behaviors, and capability development.
- Oversee the annual learning calendar and ensure delivery of high-quality, relevant learning experiences.
- Ensure team applies adult learning best practices across in-person and virtual environments.
- Oversee creation of learning content, tools, and applied practice materials that reinforce on-the-job application.
- Ensure learning solutions are integrated into systems, workflows, and performance expectations by integrating them into existing tools, manager routines, and operational processes to drive adoption.
- Partner with business leaders to assess capability needs, identify gaps, and recommend learning solutions aligned to organizational priorities and business objectives.
- Lead execution discipline across initiatives by establishing clear project plans, managing timelines and dependencies, and coordinating cross-functional stakeholders.
- Collaborate with analytics staff to evaluate learning effectiveness, interpret performance data, identify trends and insights, and drive continuous improvement through datainformed decisions.
- Drive alignment between learning initiatives and broader organizational development strategies.
- Champion a culture of learning and continuous development across the organization.
- Oversee internal career pathways and staff development initiatives by collaborating with leaders to identify development opportunities, strengthen succession readiness, and support employee growth and retention.
- Oversee conference and large-scale learning strategy in collaboration with stakeholders.
- Manage a team or functional area, including participating in the selection and hiring of any new team members. Serve as a direct and indirect resource to employees for any questions.
- Establish resource allocation, workload planning and succession planning in alignment with established departmental and organizational strategic goals and objectives.
- Manage budgets or spending within assigned department or functional area.
- Perform additional responsibilities as assigned.
QUALIFICATIONS AND REQUIREMENTS:
- Bachelor's degree in a related field or an equivalent combination of education, training, and progressively responsible experience.
- Proven experience of 3+ years with continual improvement coordination in a large organization.
- Experience working on project teams and familiarity with project management principles and practices.
WORK ENVIRONMENT:

- Computer Screen visual in performance of role
- Lift up to 10 pounds
- Travel up to 10-20%
- Must pass Live Scan (criminal background check via fingerprinting), provide a clear TB test.
- Reliable transportation is required to meet the needs of the position.
- While driving is not a regular requirement of this role, employees who operate a personal or company vehicle for work purposes must maintain a valid driver's license and current auto insurance on file with HR.
Salary Range: $130,000 - $140,000
This is the targeted compensation for the position. A range of factors, including but not limited to; location, skills, experience, will be considered. Actual compensation may vary.
