Facilities Manager

Under the supervision of the Division Director of Emergency Preparedness and Response, performs professional level work to plan, coordinate, and direct the department's facilities management program across fifteen (15) facilities, including multi-agency buildings and highly specialized spaces such as healthcare clinics and a Biosafety Level 3 clinical laboratory. Directs the general facilities administration for six (6) health department facilities and serves as the department's primary facilities coordinator for an additional eleven (11) worksites (most of which are clinical and laboratory spaces with complex operational, safety, and engineering requirements), and ensures health department facilities, grounds, and equipment readiness around the clock.

Coordinates facilities management for the multi-agency Cameron Glen facility, coordinating with other departments, safety and security staff, and health department leadership to coordinate building issues. 

Performs short- and long-range space planning and evaluates buildings and spaces for Health Department and emergency response needs. Plans and leads large capital construction and renovation projects, representing the health department on county capital improvement committees and multi-agency construction projects.

Oversees building life safety systems and their testing schedules and directs the conduct, monitoring, and evaluation of the health department’s facility-related processes, procedures, contracts, and services, including multiple large-dollar contracts for security, equipment, maintenance, and laboratory regulatory compliance. Evaluates, interprets, and ensures compliance with local, state, and federal building and equipment codes, permitting, licensing, and inspection requirements. Engages with relevant partners, property management companies, systems designers, and vendors on facility management and security issues, including regulatory matters and other complex challenges. Develops and manages budgets, cost estimates, large-dollar contracts, and Tenant Improvement fund plans, and participates in financial decision-making related to facilities projects.

Participates broadly across all emergency preparedness, response, and recovery programs and functions. Leads the Health Department Incident Management Team's Logistics Section and serves as backup for health department security management. Supervises facilities staff.

Note: The salary offer for the position will be in the minimum to midpoint range ($93,077.50 to $127,981.57) and may NOT exceed the midpoint rate of the advertised compensation range. Promotional rules apply for current Fairfax County Government and Fairfax County Public Schools employees.

Additional Note: Fairfax County Health Department positions are designated as emergency responders in the event of a public health emergency. As a public health emergency responder, this position may be reassigned to provide support based on the emergency response service needs. The temporary reassignment may require employees to function in a role outside of the typical job duties. The emergency response may also require employees to work alternative work schedules to include weekend and evenings.(The knowledge, skills and abilities listed in this specification are representative of the class but are not an all-inclusive list.)

• Considerable knowledge of appropriate maintenance principles, practices, materials, and equipment;
• Considerable knowledge and skills in the principles and practices of managing a large maintenance and operations function;
• Considerable knowledge of the long-range planning, site planning, resource development and grant management that goes into community residential and facility site development;

MINIMUM QUALIFICATIONS:

Graduation from an accredited college or university with a bachelor's degree in planning, architecture, engineering, public or business administration or a closely related field: plus, five years of experience in performing building maintenance, repair and/or construction, or in managing residential or facilities development projects, including three years of experience in supervisory capacity.

CERTIFICATES AND LICENSES REQUIRED:

• Valid driver's license.
• Cardiopulmonary Resuscitation (CPR) certification (Required within 30 days).
• Automated External Defibrillator (AED) certification (Required within 30 days).
• Basic Life Support (BLS) certification (Required within 30 days).

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, Child Protective Services Registry check, and driving record check to the satisfaction of the employer.

This position is emergency/essential services personnel. (Required to report for duty during inclement weather and/or other emergencies.)   

Additional Work Schedule Requirements: May work evening hours and weekends during emergencies and/or program events and activities; Work schedule/work hours comprising work shifts may be required during emergencies. May work overtime/Compensatory time with prior supervisory approval.

PREFERRED QUALIFICATIONS:

• One or more years of experience managing healthcare/clinical and/or laboratory facilities.
• One or more years of experience designing medical/clinical facilities.
• Five or more years' experience coordinating large-scale construction or renovation projects.
• One or more years of experience providing briefings and presentations to executive leadership.
• One or more years of experience working in an emergency response organization or emergency response settings.

PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature. However, the job entails walking, standing, sitting, climbing stairs, reaching, bending, and using hands to grasp, handle, and feel. Must be able to lift from a ground position and carry up to 25 pounds. Visual acuity is required to read data from paper and on a computer monitor or other electronic device; ability to operate keyboard driven equipment and computer and use of touchscreen. Position frequently communicates and must be able to exchange accurate information with others verbally and in writing.  Generally, works in an office environment but is also required to perform job duties outside of a typical office setting (e.g. healthcare facilities, warehouses, shelters) including outdoor settings in all-weather conditions and nighttime hours. Ability to drive and operate a motor vehicle and maintain a valid driver's license. All duties performed with or without reasonable accommodations.
