Torch Technologies, Inc. is seeking a Subcontracts Administrator to manage the full lifecycle of subcontracts, ensuring compliance with company policies, federal regulations, and customer requirements. This role involves active participation in the procurement process from solicitation to closeout, supporting various government contracts.
Job Responsibilities:
- Administer and manage all aspects of subcontracts from inception to closeout, including solicitations, negotiations, awards, and modifications.
- Prepare, review, and negotiate various types of subcontracts, purchase orders, and non-disclosure agreements (NDAs) in accordance with Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and company policies.
- Conduct thorough cost and price analyses for proposals and contract modifications.
- Monitor subcontract performance, including deliverables, schedules, and financial obligations, identifying and mitigating potential risks.
- Serve as the primary point of contact for subcontractors, resolving issues and ensuring effective communication.
- Collaborate closely with program managers, technical leads, and supporting Operational Departments to ensure subcontract requirements are met.
- Maintain accurate and complete subcontract files and documentation.
- Participate in proposal preparation, providing expert advice on subcontracting strategies and requirements.
- Ensure compliance with small business subcontracting plans and reporting requirements.
- Support internal and external audits related to subcontracting activities.
Job Qualifications:
- US Citizenship.
- Bachelor's degree in Business Administration, Finance, Supply Chain Management, or a related field.
- 2-5 years of experience in subcontracts administration, preferably within the government contracting industry.
- Demonstrated knowledge of FAR and DFARS.
- Proven ability to negotiate complex subcontracts and agreements.
- Strong analytical, organizational, and problem-solving skills.
- Excellent written and verbal communication skills.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
- Ability to work independently and as part of a team in a fast-paced environment.
- Experience with various contract types (e.g., FFP, CPFF, T&M).
- Experience with Deltek Costpoint or similar ERP system is a plus.
- Active security clearance or ability to obtain one is preferred.
