The City of Kingman is seeking an individual for a Planner with our Development Services Division. Our team members enjoy working on a variety of projects in a team-focused, customer-oriented environment. The ideal team member should be able to demonstrate their capabilities to perform a variety of experienced technical assistance to developers and the general public.
The City of Kingman is seeking a dedicated and detail-oriented professional to join our team as a Planner. This pivotal role serves as a primary point of contact for developers, contractors, and the general public, providing vital customer service by interpreting complex land use regulations and guiding applicants through the development process. The ideal candidate will possess a strong mix of technical and analytical skills to review site plans, research property histories, utilize GIS and permitting databases, and ensure all local, State, and Federal zoning regulations are met efficiently.
In addition to technical reviews, this position plays an active role in shaping the community through field inspections and code enforcement to address zoning violations. The successful candidate will collaborate closely with various City departments, coordinate pre-development meetings, and provide essential staff support to boards and commissions through clear reports and presentations.

EDUCATION AND EXPERIENCE
- Bachelor’s degree in Urban Planning, Landscape Architecture, Engineering, Architecture, Business or Public Administration or closely related field and
- One – three (1-3) years professional planning experience, preferably municipal and/or county planning experience within Arizona.
- Any combination of education, experience and training which demonstrates the knowledge and experience to perform the work.
SPECIAL REQUIREMENTS
- Valid Arizona Driver's license or ability to obtain one prior to employment.
- Possess professional certification through the American Institute of Certified Planners (AICP) or ability to obtain certification within one (1) year of hire to the position.
Application Review & Technical Evaluation (35%): Processes, reviews, and evaluates a wide variety of development applications, site plans, zoning changes, subdivisions, variances, and building permits to ensure full compliance with local, State, and Federal regulations. This includes administering the sign code, researching property history/ownership, issuing zoning verification letters, and reviewing recorded plats and surveys. Uses the City's permit tracking system, GIS mapping, aerial systems, and databases to maintain precise records and ensure all project deadlines are met.
Public Consultation & Customer Service (30%): Serves as a primary point of contact for the general public, developers, architects, engineers, contractors, and business owners. Interprets, explains, and provides clear information regarding complex land use applications, zoning codes, ordinances, and general planning programs. Actively assists community members with inquiries and guides them through the process of successfully submitting development and permit applications.
Meetings, Presentations & Commission Support (20%): Prepares comprehensive reports, data analyses, case files, graphics, and maps for review by department leadership, City boards, and committees. Facilitates pre-development meetings and coordinates cross-departmental reviews. Represents the City by preparing and delivering presentations for boards, commissions, and citizen groups, which may occasionally require adjusting the work schedule to attend early morning or evening meetings.
Code Enforcement & Field Inspections (15%): Conducts routine property and site inspections to ensure ongoing compliance with approved plans and ordinances. Identifies and enforces zoning ordinance violations through a combination of field investigation, direct personal contact, and formal written communications to resolve non-compliant activities or conditions.
Note on Peripheral Duties: Standard administrative tasks—such as serving on internal staff committees, attending professional development conferences, adhering to City safety policies, and completing special assignments—are inherently integrated across all four of these primary focus areas.
