Join the Pima County Public Library Human Resources team as a Department Personnel Coordinator! This position supports a dynamic library system serving 27 locations throughout Pima County. The successful candidate will provide essential HR support in recruitment, payroll, benefits, onboarding, employee relations, and other personnel-related functions.
Essential Functions:
As defined under the Americans with Disabilities Act, this classification may include any of the following tasks, knowledge, skills, and other characteristics. Provides administrative human resources services to employees and the public;
Participates in the development of recruitment strategies, advertising, announcements and testing/selection criteria, processes and analysis of results;
Evaluates and applies applicant selection criteria and procedures to certify eligible applicants;
Performs individual and team studies, audits, verification and analysis of data and recommends appropriate management actions;
Maintains and tracks FMLA documentation, approvals/denials and extended leaves; communicates anticipated return date with supervisors and employees;
Counsels employees and applicants regarding employment opportunities and career advancement available within Pima County government;
Reviews proposed personnel actions for compliance with applicable federal, state and County policies, regulations and procedures by application of County Merit Systems Rules and Personnel Policies/Procedures;
Prepares and presents oral and written reports and correspondence as required;
Conducts individual and group training of supporting Human Resources staff, supervisors, and managers regarding personnel issues and related topics;
May represent Pima County, the Human Resources function or assigned division at meetings, seminars, job fairs, outreach recruitment, etc.;
May act as lead Human Resources Coordinator for other administrative staff in unique or complex studies, projects or assignments.
Minimum Qualifications:
Bachelor’s degree from an accredited college or university in business, management, human resources or other closely-related field as determined by the department head at the time of recruitment AND one year of professional-level human resources or administration experience.
(Relevant experience and/or education from an accredited college or university may be substituted.)
OR:
Four years of experience with Pima County in a human resources or administrative support level classification performing duties involving the processing of personnel/human resources documentation.

Preferred Qualifications: (Be specific in describing your experience in your application. Ensure the descriptions provided illustrate your competencies, specifically addressing the required and preferred qualifications.):
Minimum six (6) months experience handling sensitive and confidential records in a high-volume, public-sector Human Resources environment.
Minimum six (6) months experience using an applicant tracking system specifically for screening applications against preferred qualifications in a public sector environment.
Minimum six (6) months experience using a Human Resources Information System (HRIS) to process employment actions and generate reports and workforce analytics.
Minimum six (6) months experience using Workday to perform HR-related functions, including recruitment, onboarding, personnel actions, reporting, and employee data management.
Minimum six (6) months experience using Microsoft Office Suite (Excel, Word, and Outlook).
Minimum six (6) months experience working with library staff or supporting Human Resources functions within a public library system.
Selection Procedure:
Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum qualifications. All applications will be assessed based on an evaluation of the listed education and experience. Candidates meeting the minimum qualifications may be further evaluated/scored against any advertised Preferred Qualifications. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process.
Supplemental Information:
Licenses and Certificates: Valid driver license is required at time of application. Valid AZ driver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicant’s suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services’ review and approval of the candidate’s driving record.
Special Notice Items: The County requires pre-employment background checks. Successful candidates will receive a post-offer, pre-employment background screening to include verification of work history, education, and criminal conviction history. A prior criminal conviction will not automatically disqualify a candidate from employment with the County. Some positions may require satisfactory completion of a personal background investigation by the court or law enforcement agencies, due to the need for access to County Attorney and Court facilities, records, and communication systems.
