PROGRAM MANAGER, FLEET PROJECT MANAGEMENT OFFICE Victoria or Swartz Bay or Richmond 2 positions    The Opportunity For more than 65 years, BC Ferries has connected coastal communities through safe and reliable service. As we continue to invest in our fleet, the Fleet Project Management Office (FPMO) plays a vital role in ensuring our vessels are maintained, improved, and positioned to meet future needs. 

 

We are seeking two experienced Program Managers, Fleet Project Management Office to lead complex vessel programs that support the planning, delivery, and long-term performance of BC Ferries' fleet assets. In this role, you will provide program-level leadership across multiple interrelated projects, bringing together stakeholders, managing complexity, and helping ensure successful outcomes for critical fleet investments.

The role Reporting to the Director, Fleet Project Management Office, you add value and are energized by key areas of leadership such as:  

  • Providing program-level leadership for vessel programs consisting of multiple complex and interdependent projects across planning, design, delivery, and in-service support;  
  • Leading integrated lifecycle planning aligned with asset strategies, operational requirements, funding horizons, and delivery capacity; 
  • Supporting program governance, performance reporting, and delivery assurance by providing timely decision-quality information and driving actions that maintain predictable outcomes across scope, schedule, cost, and risk; 
  • Influencing technical and delivery approaches to optimize value while identifying, evaluating, and escalating key program impacts, risks, and trade-offs to support informed decision-making; 
  • Developing program-level inputs to business cases and coordinating internal and external stakeholders to support integrated planning, prioritization, funding decisions, and delivery activities; 
  • Leading, coaching, and supporting Project Managers and Coordinators while promoting the consistent application of FPMO standards, tools, and best practices; and 
  • Representing the FPMO in cross-functional planning forums, steering committees, and external engagements while identifying opportunities to improve delivery models, governance approaches, and lifecycle planning practices. 

 What you bring to the team 

  • A bachelor's degree in Engineering, Construction Management, Marine Engineering, Naval Architecture, or a related discipline; alternatively, an associate's degree in a related field or a Marine Engineering Competency Certificate 
  • 10+ years of progressive experience in marine, infrastructure, or heavy industrial environments, including leadership of large, complex capital projects (e.g. vessel refits, major maintenance, or asset upgrades) 
  • 10+ years proven experience leading complex, multi-project capital programs with accountability for integrating scope, schedule, cost, risk, and operational impacts across multiple concurrent projects 
  • 10+ years of experience in vessel refit or similar environments, including shipyard or drydock activities, contractor and consultant management, change control, cost estimating, forecasting, and risk management for high-value capital works 
  • Strong communication and stakeholder management skills, with the ability to coordinate diverse internal and external partners, communicate complex program information clearly, and support informed decision-making 
  • A valid Class 5 driver's license 
  • Professional designations such as P.Eng., ASTTBC, PMP, PgMP, CAMP, or MMP are considered assets
