Ready to make a difference?

ICF is seeking a Senior Program Specialist to help deliver the local residential energy programs, which helps qualifying single-family homeowners and renters in San Diego County save energy and reduce costs through education, support and home energy upgrades.

Reporting to the Senior Program Manager, you will collaborate with internal teams, subcontractors, and community partners to advance equitable, high-quality program delivery. You will thrive in this role if you are an organized and collaborative problem-solver who enjoys turning complex program requirements into actionable plans. You will coordinate across teams, develop clear program materials, and use data to help the program meet its goals.

Why you will love working here:

  • Quality of life: Flexible workplace arrangements and work-life balance
  • Investment in the community: Donation matching and volunteer opportunities
  • Investment in you: Tuition reimbursement, professional development resources, 401(k) matching, and Employee Stock Purchase Plan
  • And many, many more: Ask your recruiter for details

What you will be doing

  • Coordinate day-to-day delivery of a residential energy-efficiency program, including schedules, budgets, deliverables, and performance goals, in partnership with the Senior Program Manager.
  • Coordinate with internal teams, clients, subcontractors, and community partners to keep program activities on track.
  • Prepare program reports, presentations, procedures, and other client-ready materials.
  • Review program and project data, identify trends or issues, and support forecasting, invoicing, performance reporting, and regulatory or client reporting requirements.
  • Coordinate subcontractor activities, milestones, and schedules; identify delivery risks and help develop solutions.
  • Support customer and subcontractor workflows, documentation, and quality reviews in accordance with program requirements.
  • Help improve tools, workflows, and processes to strengthen the customer experience and program results.
  • Travel Requirement: The selected candidate will be expected to be in the San Diego ICF or client offices about 1 time per month for meetings and/or events

What we need you to have (minimum qualifications):

  • Bachelor’s degree in business, energy, environmental studies, sustainability, public policy, or a related field (or applicants can substitute one year of related experience for one year of education).
  • 5+ years of relevant experience in project management in energy-efficiency, electrification, demand-response, consulting for utilities and/or related experience

What will help you succeed in this role (preferred qualifications):

  • Experience with residential energy-efficiency, electrification, demand-side management, or other utility programs, including programs funded or regulated by the CPUC.
  • Familiarity with California energy policy, regulatory requirements, and programs administered by the California Public Utilities Commission (CPUC), California Energy Commission (CEC), or California Air Resources Board (CARB).
  • Knowledge of building science, home energy upgrades, or contractor-delivered programs.
  • Experience supporting contractor or program implementer performance, including deliverables, schedules, budgets, reporting, and issue resolution.
  • Knowledge of equity-centered program practices and experience applying them to program delivery or community engagement.
  • Experience supporting programs for public agencies, community choice aggregators, local governments, utilities, or regional energy networks.
  • Relevant professional certification, such as BPI, PMP, CEM, or LEED AP.
  • Active involvement in the energy-efficiency, sustainability, or utility-program industry through professional associations, working groups, or continuing education.

Professional skills you will use:

  • Ability to communicate complex program information clearly to clients, partners, and cross-functional teams.
  • Strong analytical and problem-solving skills, with the ability to evaluate program, financial, and operational data and recommend practical solutions.
  • Ability to collaborate effectively across technical, operational, outreach, and client-facing teams in a deadline-driven environment.
  • Ability to lead workstreams, coordinate contributors, and support successful team delivery.
  • Ability to build and maintain productive relationships with clients, subcontractors, community partners, and colleagues at all levels.
  • Strong business ethics and ability to appropriately handle proprietary and confidential information.
  • Strong organizational, written, and verbal communication skills, with the ability to manage multiple priorities and deadlines.
  • Proficiency with Microsoft Office, SharePoint, Power BI, or similar collaboration, reporting, and data visualization tools.
