Description

The M&E Officer will support the planning, implementation, monitoring, and evaluation of the ITN campaign, ensuring that campaign activities are implemented according to approved plans, standards, and targets. The Officer will report to Data Quality and Technology Manager (DQTM) and one of the M&E Directors to monitor campaign performance, strengthen data quality, conduct field verification, analyze data, and provide timely information for evidence-based decision-making and Serve as the focal point for AMF 5% verification in-process and end process.

The M&E Officer will support monitoring across microplanning, household registration, mobilization, ITN distribution, in-process monitoring, independent verification, and post-campaign assessment, with particular emphasis on field-level data quality, coverage, accountability, and performance.

Key Responsibilities

1. M&E Planning and Implementation

  • Support the development and implementation of the campaign M&E plan, indicators, tools, and reporting framework.
  • Support the development and review of State, LGA, Ward, and field-level monitoring plans.
  • Ensure campaign monitoring activities are aligned with approved targets, timelines, and national/donor requirements.
  • Support the M&E Lead in tracking campaign performance against key indicators.

2. Field Monitoring and Supervision

  • Conduct routine field monitoring of household registration, mobilisation, and ITN distribution activities.
  • Conduct spot checks to assess adherence to approved campaign procedures and standards.
  • Monitor field team productivity, household coverage, ITN distribution, and accountability.
  • Identify missed settlements, households, and other implementation gaps and recommend corrective actions.
  • Support supervision of field monitors and ensure timely submission of monitoring findings.

3. Data Quality Assurance

  • Conduct routine reviews of campaign data to assess completeness, accuracy, consistency, validity, and timeliness.
  • Support the implementation of data quality checks and validation procedures at State, LGA, Ward, and field levels.
  • Review and triangulate data from digital platforms, monitoring forms, distribution records, and other campaign sources.
  • Identify data discrepancies, outliers, duplication, and potential data falsification and ensure timely follow-up.
  • Support DQA exercises and document findings, actions, and resolution status.

4. Microplanning and Coverage Monitoring

  • Support settlement-level and household-level microplanning activities.
  • Participate in LGA and State microplanning validation exercises.
  • Review population, settlement, household, and ITN allocation data for consistency and completeness.
  • Support comparison of microplanning and macroplanning estimates and investigation of significant variances.
  • Use available GIS outputs and field information to monitor coverage and identify hard-to-reach or missed areas.

5. Data Analysis and Use

  • Support in the Analysis of campaign data at State, LGA, Ward, settlement, and team levels.
  • Produce routine performance summaries, tables, graphs, and analytical reports.
  • Work with the DQTM to interpret dashboard outputs and identify areas requiring corrective action.
  • Support the analysis of the in-process monitoring
  • Provide evidence-based recommendations to improve campaign performance.
  • Support the development of data use products, performance scorecards, and situation reports.

6. Digital Data Collection and Monitoring

  • Support field teams in the correct use of approved digital data collection applications.
  • Work closely with the DQTM to monitor data submission, synchronization, and completeness.
  • Review digital monitoring data and follow up on flagged records or quality issues.
  • Support verification of GPS compliance, household visit duration, and other technology-enabled quality indicators.
  • Provide feedback to field teams on data quality and application use.

7. Independent Verification and Post-Campaign Monitoring

  • Support planning and implementation of the 5% independent verification, in-process monitoring, and post-campaign assessments.
  • Review verification results and compare findings with registration and distribution datasets.
  • Support household-level data pairing and analysis to assess the reliability of campaign data.
  • Document coverage gaps and support recommendations for mop-up or corrective activities.

8. Reporting and Documentation

  • Prepare routine M&E reports and contribute to daily Situation Reports and weekly performance reports.
  • Document monitoring findings, lessons learned, best practices, and implementation challenges.
  • Support preparation of campaign review and end-of-campaign reports.
  • Ensure monitoring findings are communicated promptly to relevant programme teams and stakeholders.

9. Capacity Building

  • Support training and orientation of supervisors, monitors, and field teams on M&E requirements.
  • Provide on-the-job mentoring on data quality, monitoring tools, reporting procedures, and campaign indicators.
  • Support refresher sessions where data quality or implementation gaps are identified.

10. Stakeholder Coordination

  • Work closely with the M&E Director, Data Quality and Technology Manager, Project Manager, Logistics Manager, State Technical Assistants, SMEP, NMEP, LGA teams, and other stakeholders.
  • Participate in State and LGA review meetings and provide technical M&E updates.
  • Support timely communication and resolution of issues identified through field monitoring.

  • Daily/weekly campaign performance summaries.
  • Data quality and validation reports.
  • Microplanning validation and coverage reports.
  • In-process monitoring reports.
  • 5% verification and post-campaign assessment reports.
  • Performance dashboards and analytical outputs developed jointly with the DQTM.
  • Documented corrective actions and follow-up reports.
  • End-of-campaign M&E report and lessons learned.

QUALIFICATIONS

Required Qualifications

  • Bachelor's degree in Monitoring & Evaluation, Public Health, Epidemiology, Statistics, Social Sciences, Health Information Management, or a related field.
  • A Master's degree or professional qualification in M&E, Public Health, Epidemiology, Statistics, or a related discipline is an advantage.
  • Bachelor's and 4-6 years of experience, or Master-s and 2-4 years of experience, or Doctorate and 0-2 years of preferably in public health programmes or large-scale campaigns
  • Experience in ITN, SMC, immunization, community health, or similar campaigns is highly desirable.
  • Experience conducting field monitoring, DQA, data validation, household surveys, and campaign assessments.
  • Experience working with government, development partners, and community-level structures.
  • Technical Skills

  • Strong understanding of M&E frameworks and indicators.
  • Data analysis and interpretation.
  • Advanced Microsoft Excel skills.
  • Experience with DHIS2, KoboToolbox, ODK, Digit Technology, Power BI, GIS, or similar platforms.
  • Experience with digital data collection and field monitoring.
  • Knowledge of GPS and geospatial data interpretation.
  • Familiarity with data quality assessment and validation methodologies.
  • Good report writing and presentation skill
  • Strong analytical and problem-solving skills.
  • Excellent field monitoring and supervision skills.
  • High attention to detail.
  • Strong communication and interpersonal skills.
  • Ability to work effectively with government and community stakeholders.
  • Ability to work under pressure and meet tight campaign deadlines.
