Job Description:

Position: Team Leader for strengthening community Based – surveillance and Maternal & Child Health service     

                  in priority (MCH&GHS)

Location: Preah Vihear (PVH) province.

Salary:  Negotiation

Contract: less than 1 year

POSITION BACKGROUND

In mid-2025, armed clashes along the Cambodia–Thailand border caused nearly one million Cambodian migrant workers to return home rapidly. The mass influx strained local health and social systems, leaving many returnees—especially the poor and indebted—without jobs, adequate food, or healthcare. These conditions increased vulnerability to infectious diseases and disrupted routine maternal and child health services.

The border displacement crisis severely disrupted health services in affected Cambodian provinces. Many health facilities were damaged or inaccessible, and unexploded ordnance (UXO) risks further limited outreach and movement. As a result, essential services—including ANC, PNC, institutional deliveries, child nutrition, and immunization—were widely interrupted, especially for displaced and undocumented families. Pre-existing immunization gaps worsened dramatically: national measles-rubella coverage was already low (MR1 at 79%, MR2 at 64% in 2023), and the 2025 crisis led to a major measles outbreak, with over 3,600 confirmed cases by August—more than five times the total in 2024—mostly in border and displaced communities.

From a Global Health Security perspective, Cambodia’s border provinces are high-risk areas for zoonotic and vector-borne diseases. Ongoing avian influenza A (H5N1) transmission in poultry and humans led to 17 confirmed human cases between 2024 and 2025, with over 50% mortality, underscoring the need for strong early detection and One Health coordination. Regional alerts about potential Nipah virus spillover have further raised concern, given Cambodia’s ecological vulnerability, frequent human–bat contact, and weak rural surveillance systems.

The project uses a health system–strengthening approach to enhance the quality and equitable use of global health security, maternal, newborn, and child health (MNCH) services in 03 target provinces over 09 months starting from April 2026. The project has engaged the National Maternal and Child Health Center (NMCHC) and Communicable Disease Controle (CDC) department of MoH to ensure technical alignment and collaborative implementation in line with MCH/SBCC-MIYCN and GHS standards.

The Project Team Leader will collaborate closely with Project Officers, Senior Project Manager, the Senior Technical Specialists, Area Program Manager and AP team, Regional Manager, Provincial Health Departments (PHDs), Operational Districts (ODs), and Health Centers (HCs) to ensure timely delivery of project outputs and activities. The role reports to the Senior Project Manager and leads implementation efforts to build skills and practices among PHDs/ODs staff, health center midwives and nurses, and community health workers. This supports the project goal: To strengthen community-based disease surveillance and increase access, linkage, and utilization of essential maternal and child health services in selected border provinces affected by migration and health access vulnerabilities.

PURPOSE OF THE POSITION

This position is guiding the project from conception to completion, managing daily workflow, team dynamic and stakeholders’ communication that aligned with WVI-C's values and mission. The Project Team Leader will represent the project and WVI-C in stakeholder engagement to build capacity for promoting and supporting and strengthening Community Based- Surveillance and Maternal & Child Health Services in priority closed border provinces Cambodia – Thailand, among PHDs, MCHs, ODs, and HC midwives. Additionally, the role will lead and monitor project implementation to ensure alignment with the MCH and GHS approach/standard and compliance with donor requirements.

MAJOR RESPONSIBILITIES:

Stakeholders Engagement and Partnership

  • The project team leader is responsible for engaging with various stakeholders to work together for effective implementation of the project. Meet with relevant MCH, C-CDC, NNP, PHDs, ODs and HCs regularly to review progress and challenges, especially to ensure any adjustment needed in terms of time frame, budget or scoping are made.
  • Provide high-quality feedback and recommendations to relevant PHDs, MCHs, ODs and HCs and provincial technical working groups (Pro-TWGH).
  • Be WVI-C’s representative in provincial technical working group for health (Pro-TWGH) meetings and other networks and forums…Etc to present on this project.

Team Management and Leadership

  • Provide effective leadership and supervision to project officers in assigned geographic areas to ensure high team performance and accountability. Plan, coordinate, and facilitate regular team meetings to address challenges, promote problem-solving, and share lessons learned. Support staff capacity development through coaching, mentoring, and on-the-job guidance. Monitor team progress against project targets and provide timely feedback to improve performance. Foster a collaborative and positive team environment while ensuring the smooth, efficient, and quality implementation of project activities in line with organizational standards and objectives.

Grant Management

  • Coordinate and implement the project considering the elements of project planning, implementation, monitoring, budget management in accordance with project design.
  • Ensure evidence-based programming, including lessons learnt and best practices are documented
  • Manage the overall risk in the project, including designing, implementing and monitoring the risk mitigation plan.
  • Ensure project outputs/activities are delivered within expectations, timeline and budget planned
  • Fully understood and being updated the donor’s compliances and strategic direction that might affect the project implementation
  • In coordination with internal and external stakeholders, ensure all design, supervision and monitoring documents are completed to a high standard,
  • Complete all donor reporting to a high quality, including monthly, quarterly report, project end completion report

Financial Management and Cash Flow

  • Ensuring project is executed in line with the agreed/approved budget
  • Track and monitor their expenses to ensure it is in line with plan, especially expenses less than +/-5% of over/under spending.
  • Follow up and lead regular reflection with staff to prepare the transaction of project expenses and suggest adjusting if needed
  • Ensure line items that are over/under +/_5% with adequate and clear variance explanation
  • Being fully aware of donor requirements in terms of variations, cost principles and will ensure compliance with relevant procedure
  • Closely work with the senior project manager, Grant Finance team on budget and financial management and ensure funding instalment, disbursement and settlement for the project in a timely and effective manner, so that project progress against plan can be maintained.

REQUIREMENTS

  • At least a formal degree of Medical Doctor, Midwife, Nurse, or any relevant degrees, experience and skills Master of public health science, epidemiology (Preferred) 
  • At least 5 years’ experience as a clinical midwife/medical doctor who has experience in working for strengthening Community Based- Surveillance and Maternal & Child Health Services and Global Health Security (GHS) in priority closed border provinces Cambodia – Thailand,
  • At least 5 years’ experience of project and financial management including project design and implementation, reporting and analysis.
  • Experience in working as partnership with sub-national government, especially PHDs, MCHs, ODs and health facilities,
  • Sounds as technical expertise knowledge in health especially Global Health Security (GHS), Maternal Child Health (MCH) and Nutrition.
  • Strong negotiation, problem solving, liaison, and networking skills and brokering partnerships.
  • Demonstrated knowledge of successful project management, communication and training.
  • Demonstrated knowledge of health/social programming, especially reaching the most vulnerable.
  • Good collaboration and coordination with stakeholders especially with PHD, OD and health facilities.
  • Good communication skills (written and verbal) in both Khmer and English
  • Promote open and constructive feedback and an environment of consistency
  • Managing and monitoring the project in different locations, which will include regular travel to the project sites.
