教育程度：大学本科及以上学历，英语四级或以上

工作经验： 5年以上机械生产行业采购管理等相关工作经验，2年及以上团队管理工作经验

专业技能要求： 具备采购管理，生产管理，企业管理等知识和基本的法律知识，具备办公软件一般应用能力。

能力要求：具备较强的采购谈判，供应商管理能力，督导能力，沟通协调能力及解决问题的能力；具有把握市场动态、市场方向的能力；对整个物资市场信息要有较强的分析和处理能力，对市场变化有较强的应变能力

其他特殊要求：无

【主要岗位职责】

1．制订和完善相关制度

1）组织制定工业物料采购工作相关的规章制度，上报领导审批后执行；

2）根据要求定期组织对各项制度进行修改、完善；

3）制定工业物料物资规划和采购策略；

4）负责制定部门年度和月度工作计划，并监督执行。

2．组织采购寻源

1）组织建立潜在供应商数据库；

2）确认新供应商开发需求；

3）确定寻源策略；

4）确定潜在的供应源。

5）确定评价和选择方法。

6）组织评价潜在供应商。

7）审核评价结果并送审。

3.监督新产品开发所需新工业物料物资采购进度及其它工业物料物资采购过程中与供应商相关的重大问题的协调处理。

1）负责国际采购物资采购订单的审批。

2）协调处理采购过程中出现的重大交付问题（与供应商相关），确保生产需要。

4．组织确定采购价格和采购合同

1）监督或组织工业物料物资采购招标或议标，主持合同评审工作，并对执行情况进行监督；

2）负责工业物料采购物资价格的审核，降低采购成本。

5. 对供应商实施有效管理。

1）负责建立工业物料 采购物资供应商评价体系；

2）负责组织对工业物料 物资供应商进行定期评价，将评价结果传递给供应商及企业相关部门；

3）负责对工业物料供应商进行筛选和优化，对不合格供应商提出处理方案；经审批后组织实施。

6.降成本管理

1）根据公司目标制定部门降成本目标和总的实施计划；

2）监督降成本计划的在每个岗位的落实情况；

3）组织新产品和新技术的引进应用。

7. 信息管理

1）组织提交相关信息；

2）监督各种信息资料的收集，存档执行情况。

8.部门内部管理

1）负责工业物料部门费用的日常管理；

2）组织非生产性物资采购岗位、招聘、绩效管理等岗位绩效管理工作；

3）负責工业物料物资人员培训、团队建设、企业文化等建设工作。

9．遵守与执行体系要求

认真贯彻执行国家及行业管理部门有关环境保护、安全生产法规和政策。 遵循公司Mafact标准及采购流程要求。
